Background

The Management Consulting Team (MCT) is a group of internal practitioners within UNDP available on request to support UNDP offices and units worldwide to improve strategic and operational performance.

Under the guidance and supervision of the Coordinator and Deputy Coordinator of the MCT, the Advisor contributes to development of quality content for the UNDP Management Practice including development of tools and content to address emerging change management challenges, delivery of change management support services, development of business intelligence tools and materials and takes a lead role in the development of an integrated approach to providing Change Management and Human Resources services. The Advisor promotes a client, quality and results-oriented approach – and takes on senior level client relationship management roles as well as team management roles on key strategic engagements.

The Advisor works in close collaboration with the MCT members in developing content and in delivery of consulting services.

Duties and Responsibilities

  • Delivery of MCT change management services to clients
  • Lead advisory services effort to IPSAS
  • Produce deliverables supporting the integration of change – and HR management services with the ultimate goal to improve implementation support to UNDP clients
  • Develop and disseminate business intelligence materials in support of change management
  • Facilitation of knowledge building and knowledge sharing

1. Take lead role in delivery of MCT change management services to clients focusing on achievement of the following results:

  • Effective project management and leadership in large complex engagements;
  • Provision of quality consultancy services to headquarters units, country offices and other UN agencies as required;
  • Formulation of consulting proposals and business cases;
  • Data collection, research, analysis and presentation of information from diverse sources;
  • Design and facilitation of change management workshops;
  • Organizing and preparing written outputs on behalf of the supervisors or the extended team;
  • Making presentations on assigned topics/activities;
  • Development of action plans to be used by clients in managing change;
  • Provision of guidance to external consultants;
  • Drafting end of engagement reports;
  • Following through with engagement clients.

2. Take lead role in establishing an IPSAS related change management service line focusing on achievement of the following results:

  • Leadership and client relationship management of MCT’s advisory support to the IPSAS project (running until 2010);
  • Effective management of engagement team (MCT team for this effort is expected to be 3-5 people);
  • Facilitate coordination between the different project tracks of the IPSAS implementation;
  • Conduct an organizational impact assessment on the implementation of IPSAS at Country Office- as well as HQ level;
  • Provision of quality consultancy services to headquarters units and country offices on change management issues related to IPSAS;
  • Establish effective network of UNDP colleagues to provide IPSAS support (identification of resources, network management, training of advisors, coordination of deployment of advisors etc);
  • Design and facilitation of IPSAS change management workshops. .

3. Produce high quality deliverables supporting the integration of change management and HR management (HRCM) services with the ultimate goal to improve implementation support to UNDP clients, achieving the following results in collaboration with colleagues from MCT, OHR and Regional Bureaux:

  • Collect and review internal knowledge base on HR change management (current support structure, functions etc) and support needs of offices, experiences with HR change management including analyses and presentation of information from diverse sources;
  • Collect and review external knowledge base to identify good practices for HR change management and workforce transitions including analyses and presentation of information from diverse sources;
  • Produce timely and high quality deliverables (tools, guidelines, training modules, options for support network etc) in relation to improving HR Change Management support services;
  • Effective facilitation of meetings and interviews with key stakeholders to support data collection, analyses and sounding of ideas.

4. Develop and disseminate business intelligence materials in support of change management focusing on achievement of the following results:

  • Take a lead role in developing tools and formats for business analysis;
  • Review good practices in UNDP and the industry as input to development of data analysis tools supporting fact-base management in UNDP;
  • Manage the extraction, integration and reconciliation of data from different systems into a common format for business analysis supporting change management engagements;
  • Analyze available information and proactively highlight issues related to clients’ needs thus enhancing the ability of BOM Directors to support management for development results.
  • Support fact-based management for Country Offices amongst others through application of the key information management tools in the Toolkit for Managing Change;

5. Ensures facilitation of knowledge building and knowledge sharing within UNDP focusing on achievement of the following results:

  • Synthesis of lessons learnt and best practices in change management and HRCM;
  • Sound contributions to the change management community of practice (MPN);
  • Contributions to the Toolkit for Managing Change and other change management tools.

Required Skills and Experience

Education:

  • Masters Degree in business administration, management, economics or public administration.

Experience:

  • Minimum ten years or more of progressively responsible experience is required at the national or international level
  • Experience with change management and office management are required. Exposure to UNDP country office management is an advantage.
  • Successful candidates should have experience with team based management and workshop facilitation.
  • Experience in the usage of computers and basic office software packages (MS Word, Excel, Power point, etc), knowledge of other software packages (MS Project) an advantage.

Language Requirements:

  • Fluency in the UN and national language of the duty station.
