Food and Nutrition Technical Assistance Project (FANTA)

Position: Chhattisgarh ICDS Replication Consultant (Raipur) Period of Performance: Maximum of 200 days between November 1, 2007 and September 30, 2008

The Food and Nutrition Technical Assistance (FANTA) project is a ten year Cooperative Agreement managed by the Academy for Educational Development and funded by the US Agency for International Development (USAID). FANTA supports integrated food security and nutrition programming to improve the health and well being of women and children in developing countries. The Project helps to integrate food security and nutrition into the strategic planning process; provides analyses for food security and nutrition policy development; and shares information and knowledge with partners. FANTA provides technical assistance to USAID Missions and host governments, private voluntary organizations and non-governmental organizations to improve program design, implementation and progress reporting. The Consultant will work closely with the CARE/Chhattisgarh (CH) state team and with FANTA’s Replication Consultant based in New Delhi to prepare, implement, and document capacity building activities to support replication of selected practices from CARE/India’s Integrated Nutrition and Health Project (INHP) into non-CARE-assisted program areas of the Integrated Child Development Services (ICDS). Specifically, the Consultant will work with CARE/CH to prepare capacity building materials, including training materials, manuals, and checklists; facilitate roll-out of capacity building activities; and help document the replication process and outcomes.

SPECIFIC ACTIVITIES The Consultant shall be based in Raipur at the CARE/CH state office, and will be required to travel to ICDS sites in Chhattisgarh. The Consultant shall be responsible for the following tasks: • Work with CARE/CH to develop a detailed implementation plan for capacity building in the replication areas. • Coordinate with CARE/CH Replication Manager to operationalize CB plans, including timely deputing of staff. • Monitor CB activities to gauge effectiveness. • Modify existing training modules, curricula and job aids for the different cadres of staff as detailed in the implementation plan. If necessary, develop new modules, curricula, job aids, checklists, guidance, etc. to support replication. • Work with CARE and ICDS to help carry out the implementation plan and specific capacity building activities. This will include supporting design, organization, and facilitation of specific capacity building events (cross visits, workshops, etc.), as well as support supervision and logistical support. • Follow up and maintain communication with future and past participants of training and other capacity building activities and refine activities to ensure they are relevant, effective and appropriate. • Document the process of rolling out the capacity building activities and follow-up support using simple reporting and case studies designed to effectively communicate the replication process. • Apply CARE’s system for monitoring the numbers and types of people trained for each block in the replication area. • Participate in the district and state forum meetings of INHP replication activities. • Provide information and lessons from the CH experience to feed into national efforts and the national resource center on replication being established in New Delhi.

REQUIRED SKILLS AND QUALIFICATIONS • Expertise in preparing training materials and other capacity building materials. • Experience designing and organizing training workshops and other capacity building activities. • Excellent management and organization skills. • Experience with health and nutrition services in India and preferably in CH. • Experience working with ICDS is preferred. • Strong documentation skills (in English) on program-related topics. • Verbal and written proficiency in English. • Fluency (reading and writing) in Hindi preferred. • Ability to work effectively with teams of people with different technical and cultural backgrounds. • Job requirements will include the ability to be based in Raipur, Chhattisgarh and ability to travel regularly to ICDS sites throughout CH and to New Delhi.
