ORGANIZATIONAL UNIT: Aviation Security and Facilitation Policy Section, Air Transport Bureau The Aviation Security and Facilitation Policy Section is responsible for developing new and amended Standards and Recommended Practices (SARPs) relating to the security of the international air transport system; developing and updating Annex 17 – Security, and Annex 9 – Facilitation; and managing and overseeing the work programme of the Aviation Security (AVSEC) and Facilitation (FAL) Panels and their respective working groups. The Section is also mandated to ensure the development of specifications for machine readable passports, visas and official travel documents; update and maintain Doc 9303 (series) – Machine Readable Travel Documents and Doc 8973 – the Security Manual; manage and oversee the work programme of the Technical Advisory Group on Machine Readable Travel Documents (TAG/MRTD) and its working groups; maintain the Technical Annex to the Convention on the Marking of Plastic Explosives for the Purpose of Detection (MEX); provide support to the International Explosives Technical Commission (IETC) and the Ad Hoc Group of Specialists on the Detection of Explosives (AHDE); and provide support to the Assembly, the Council, the Air Transport Committee (ATC) and the Committee on Unlawful Interference (UIC).
QUALIFICATIONS & EXPERIENCE – ESSENTIAL:
A. Academic qualifications Advanced university degree in air transport, international relations, strategic studies, business, law or psychology or equivalent qualifications and experience in aviation-related subjects. B. Professional experience and knowledge 1. Extensive experience (12 years or more) working with government authorities, airports or airlines in positions of increasing responsibility related to aviation security and facilitation, including at least five years at the international level. 2. Experience in the analysis, design, development and management of State, airport or airline aviation security and facilitation systems. 3. In-depth knowledge of international regulatory documents on aviation security and facilitation, and particularly of the Convention on International Civil Aviation, ICAO SARPs relating to aviation security and facilitation (Annexes 17 and 9) and related guidance material. Knowledge of other ICAO Annexes and documents. 4. Knowledge of the principles of aviation security and facilitation operations, including latest developments in respect of travel documents and specialized security equipment. C. Competencies 1. Judgement/Decision-making: Proven ability to identify key issues in complex situations and to decide or advise on solutions to important problems. 2. Communication skills: Prepare clear, concise and accurate documentation. Present articulate verbal reports to meetings. 3. Managerial competencies: Demonstrated ability to plan, lead and manage the work of a multi-disciplinary team in a multinational and technical environment. 4. Building partnerships/trust: Capacity to conduct representative functions before governments and international organizations, equiring a high degree of negotiating skill and the development of interpersonal relationships. A. Experience 1. Experience in the development of manuals and documents related to aviation security and/or facilitation. 2. Experience as an aviation security auditor or national inspector. 3. Experience in the provision of assistance and support related to aviation security and/or facilitation, to State authorities, airports, airlines, etc. 4. Experience as an instructor at university level or international training institute. B. Languages A good working knowledge of a second language of the Organization (Arabic, Chinese, English, French, Russian, Spanish).MAJOR DUTIES Under the guidance of the Director, Air Transport Bureau (D/ATB), lead and manage a team and: 1. Ensure and oversee the development of new and amended SARPs relating to the security of the international air transport system; develop and update Annex 17 – Security; manage and oversee the work programme of the AVSEC Panel and its working groups and oversee the development of new and amended SARPs relating to border clearance of aircraft, persons and cargo; update and maintain Annex 9 – Facilitation; create awareness of the importance of Annex 9 for the enhancement of aviation security; manage and oversee the work programme of the FAL Division and the FAL Panel and its working groups. MAJOR DUTIES (cont.) 2. Ensure the development and updating of guidance material; to assist States to implement the requirements of the Convention on International Civil Aviation and the provisions of Annexes 9 and 17 and to highlight the complementarities of Annexes 9 and 17, on specific subjects such as new and emerging threats, Advance Passenger Information systems, security of travel document issuance and control of external fraud, handling of inadmissible persons and their travel documents, air cargo handling security, and the implementation of the MEX Convention and Man-Portable Air Defence Systems (MANPADS), etc. 3. Ensure the development of specifications for machine readable passports, visas and official travel documents; update and maintain Doc 9303 (series) – Machine Readable Travel Documents; manage and oversee the work programme of the TAG/MRTD and its working groups. 4. Maintain the Technical Annex to the MEX Convention; provide support to the IETC and the AHDE. 5. Provide support to the Assembly, the Council, the ATC, the UIC and the AVSEC and FAL Panels; cooperate and coordinate with the Air Navigation Commission, other Bureaus/Sections as well as other panels, study groups or technical bodies working on issues related to implementation of Annexes 9 and 17. 6. Oversee the planning, preparation and delivery of Annex 9- and Annex 17-related seminars and workshops, in coordination with other ICAO Sections dealing with aviation security, as necessary, and provide technical support to the planning, development and delivery of training courses related to aviation security and facilitation. 7. Compile, analyse and report on acts of unlawful interference and ensure the maintenance of databases on aviation security incidents, research and development. 8. Represent ICAO in international and regional meetings, conferences, symposia, etc., related to aviation security and facilitation. 9. Liaise with State civil aviation administrations and approved observers to the various panels, with respect to issues directed and/or referred to them by the Council or under their terms of reference. 10. Liaise with ICAO Regional Offices, other Air Transport Bureau Sections and ICAO Bureaus/Sections, as necessary, on issues related to the development and maintenance of relevant SARPs and related guidance material. 11. Keep abreast of developments and trends relating to aviation security and facilitation by studying relevant periodicals, reports and manuals. 12. Perform other related duties, as assigned.
DURATION OF APPOINTMENT: Initial appointment will be on a three-year, fixed term basis (first year is probationary for an external candidate).
