Background

Deloitte’s Government and Public Sector (GPS) practice is recruiting a well-qualified Chief of Party for the anticipated Morocco Climate Program funded by USAID. The initiative is dedicated to aligning with Morocco’s NDCs and adaptation objectives, advancing enduring climate mitigation approaches, and fostering an equitable response to strategic and programmatic climate management activities.

To support this program, Deloitte is seeking an experienced leader to oversee a diverse set of interventions aligned with the objectives above leveraging technical expertise and international climate experience to inform strategic decision-making.

Candidates should have hands-on experience in development and/or implementation of climate management strategies or community engagement, a history of involvement in similar programs, and an aptitude for collaborative initiatives.

Roles and Responsibilities

The Chief of Party responsibilities are as follows:

· Act as the technical lead of the program and resource for USAID and counterparts on climate change and design of activity scopes; coordinate with USAID.

· Provide technical oversight and management of project activities, including the development and implementation of the project’s vision, strategy, and technical direction.

· Provide management, oversight, and guidance to Project and Activity Managers and their teams as they plan and deliver discrete projects, from initial engagement of stakeholders and translation of technical directives to project activities to periodic evaluation and updates in response to changing conditions and USAID directives.

· Oversee and manage budget and contracting activities for contracts.

· Represent our USAID and other government USAID at external meetings and conferences with governments, NGOs, universities, and other stakeholders in the urban ecosystem.

· Manage reporting and external deliverable development.

· Work with senior Deloitte leadership to implement and manage programs and be able to represent the program on internal meetings.

This position is essential for the successful alignment of Morocco’s climate goals and equitable implementation of Morocco’s climate activities, with particular attention given to the needs of youth, women, and other vulnerable populations. Responsibilities span across a range of topics, including but not limited to climate strategy development and implementation, community engagement and educational empowerment initiatives, as well as agriculture and water management:

Climate Strategy and Policy Development:

ü Guiding and overseeing the climate program’s direction;

ü Navigating legal, economic, and policy aspects of climate strategies;

ü Implementing sustainable and scalable climate action strategies;

ü Collaborating with the private sector, government, and other stakeholders; and

ü Leading green economic growth initiatives and decarbonization solutions

Community and Inclusion:

ü Ensuring the program’s inclusiveness, especially focusing on youth, women, and other vulnerable demographics;

ü Promoting meaningful participation and leadership in climate action;

ü Facilitating community involvement and ownership in the program; and

ü Designing and implementing educational and empowerment initiatives.

Agriculture and Water Management:

ü Developing strategies to enhance resilience to water scarcity, droughts, and floods, with a significant emphasis on food security and the agriculture sector.

ü Leading initiatives that promote the increased adoption of resilient agricultural practices, emphasizing climate-smart agriculture and water conservation techniques;

ü Collaborating with local farming communities to foster understanding and responsiveness to their needs, ensuring their active involvement in decision-making processes;

ü Monitoring and assessing the impacts of climate change on agriculture and water resources; and

ü Introducing innovative solutions for efficient water management, considering both conservation and the challenges posed by changing climate patterns.

Qualifications

ü Master’s degree in Environmental Science, Policy, Community Development, Agriculture, Hydrology, Water Management, International Development, or a related field

ü Minimum of 7 years of experience in climate policy and/or in water/environmental resource management. More than 10 years of experience preferred.

ü Experience working with USAID or other donor-funded programs like European Commission, GIZ, World Bank, African Development Bank, etc.

ü Experience with USAID program management and operations.

ü Previous work experience in Morocco or North Africa is strongly preferred

ü Ability to write, communicate, and prepare engagement materials in English. Fluent in Modern Standard Arabic and/or Moroccan Arabic, and/or fluency in French is strongly preferred.

ü Demonstrated ability to engage with diverse stakeholders and local communities, ensuring a client-focused approach, building trust, and fostering productive relationships

ü Prioritizes clients’ needs, actively listens to concerns, and provides tailored solutions

ü Works collaboratively with others, promoting a cooperative work environment

Location

The primary place of performance for these activities will be in Morocco.
