Brief Description:
IBI is seeking a Chief of Party (COP) for an anticipated $15 million funded USAID E-Governance project in Nepal. The purpose of the USAID e-Governance activity is to assist the Government of Nepal (GoN) and the private sector in the development and rollout of an effective and efficient e-governance capability that is safe and accessible and to develop integrated and streamlined Government of Nepal-led eServices to Nepali citizens and businesses.
Key Responsibilities:
The COP will provide overall strategic, managerial and technical direction for the project to help ensure its success, identify issues and risks, and suggest program adjustments during implementation in a timely manner. The COP will be responsible for the entire program and its results, submitting reports as requested by USAID and will be required to work with various stakeholders, including high level government and USAID officials.
· Assure that all assistance provided under the contract is technically sound and appropriate, and for adequately managing and supervising all work performed under the contract
· Coordinate and cooperate with a wide range of stakeholders including the GON, USAID, and other donor programs and serving as the primary point of contact on day-to-day activity implementation and management;
· Use flexible and adaptive management techniques to adapt management approaches in complex operating environments;
· Provide oversight and quality assurance to all activities, with a solid grasp of the sensitivities and demands of an information technology (IT) intensive activity, adequately managing and supervising all work performed under the contract, including necessary adjustments to operations to match USAID requirements;
· Lead a diverse team of international and local experts to achieve activity targets, produce high-quality deliverables, and nurture partnerships with key stakeholders and other donors and understanding of the pathways for, and challenges to, impactful digital governance in Nepal;
· Manage productive working relations with relevant Nepali government counterparts and entities, and maintain effective coordination with other donors, including innovative participation by a wide array of CSOs and the private sector;
· Manage the preparation and presentation of proposed work plans and all reports;
· Other duties as assigned.

· Experience in managing and implementing projects focused on digital governance and the IT sector;
