Position Summary:
OIC International is seeking a Chief of Party (COP) for the anticipated USAID-funded Title II development food assistance program in Zimbabwe. The objective of the program is to (1) increase household and micro-enterprise productivity and income through market-orientated approaches; (2) improve nutrition among women of reproductive age, pregnant and lactating women, and children under five; and (3) increase household resilience to shocks.
Responsibilities:
The Chief of Party (COP) is responsible for providing leadership and technical direction to program staff and for the management and administration of all program activities, ensuring an integrated vision among different components and actors. The COP is responsible for cultivating and maintaining relationships with key partners, donors, contractors and the government. The COP promotes the vision and mission of OIC International in Zimbabwe.
Leadership and Supervision: Provides overall leadership and direction to senior country team members. Coordinates senior management team activities for effective decision-making that will provide sound management advice and recommendations for the program. Plans program activities and implementation strategies for the program. Manages and supervises a team of program and financial managers.
Program Implementation and Coordination: Manages program implementation with the implementing partners, the donor agency, host country counterparts and the OICI headquarters. Plans, coordinates and implements technical training workshops and seminars including training of trainers for staff and partner organizations. Ensures that implementation plans are followed rigorously and that proposed results are obtained.
Monitoring, Evaluation and Reporting: Regularly monitors and evaluates program and staff performance in the field and reports to donors and headquarters on field program activities. Ensures that effective and efficient monitoring and evaluation systems are in place and functioning. Ensures that planned reports are submitted to donor agencies and contractors on time.
Financial Management: Monitors financial resources and ensures efficient and effective use of program financial resources, demonstrated by successful attainment of project goals and objectives within stated budgets, and successful financial audits.
Human Resource Management: Ensures standard operating procedures as well as human resource procedures are developed and functional. Ensures adequate human resources are in place to manage and implement program activities. Ensures staff morale, motivation and performance are high.
Key Qualifications:
- Master’s degree in international development, livestock, agriculture, economics, public health, or related field of study.
- Minimum (10) years of experience in implementing multi-sectorial development programs with demonstrated strong management and coordinating skills.
- At least five (5) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted, complex international development programs.
- Familiarity with and commitment to gender equality is essential, with two (2) years of senior-level experience working on projects that addressed gender-related constraints in either the agriculture or nutrition sectors.
- Prior work experience in Zimbabwe and as a field-level program head is highly desired. Experience working on USAID funded projects is preferred.
- Qualified candidates should have computer skills, including internet, email and word processing and must be fluent in spoken and written English.
