Job Description

Deloitte Consulting LLP, headquartered in Arlington, VA, is currently accepting expressions of interest from qualified candidates for a Chief of Party for an anticipated five-year, USAID-funded Localize Global Health Security (LGHS) Project. The goal of the project is to improve global health security capacities at sub-national levels by identifying critical gaps in health security and engaging and strengthening local partners through grant funding and technical assistance to help address them.

This position is contingent upon project award and approval. Location may be felixible.

Primary Responsibilities:

  • Leading implementation of the strategic, long-term programmatic vision of the project, including providing overall strategic direction, managerial, and technical leadership
  • Ensure technical compliance with the agreement/contract with USAID and timely delivery of project activities
  • Provide oversight on design and management of competitive grant processes and procedures to ensure alignment with project objectives and impact measurement of grant-funded projects
  • Oversee the performance of diverse project staff including Deloitte’s and those of the partners/sub-awardees
  • Ensure proper financial management, procurement, human resources, and logistics management in compliance with USAID and Deloitte’s policies
  • Support the development of strong M&E mechanisms and efficient system to inform decision-making and ensure high quality implementation of program activities and timely delivery of deliverables
  • Manage risks of project implementation and implement risk mitigation techniques
  • Establish effective communication and coordination with key stakeholders, including local leadership, in order to implement interventions and incorporate country-wide priorities
  • Create a positive working environment for all staff and ensure fair professional growth and training opportunities for team members

Qualifications:

  • An advance degree in public health, health administration, international development, management, or a related field
  • Minimum of 10 years of progressively responsible experience in a senior-level role leading multi-country USAID programs, global health security experience preferred
  • Demonstrated experience leading capacity building for local actors, providing capacity building assistance at individual and organizational levels
  • Extensive experience working across a wide range of government, civil society, local, donor, and multilateral counterparts
  • Strong experience managing complex projects
  • Demonstrated experience with collecting, analyzing, and disseminating lessons learned and insights across countries
  • Excellent writing and communications skills in English

Preferred Qualifications:

  • Leadership experience in addressing global health security, infectious disease prevention, and/or national health systems
  • Experience with the Global Health Security Agenda (GHSA)
  • French language skills desirable
  • Experience with management of Grants-Under-Contracts (GUCs)
  • Demonstrated technical expertise with substantial LMIC context experience, in one or more of the following technical areas:
    • Risk communication, social behavioral change, community engagement
    • Zoonotic diseases
    • Infectious disease prevention and control
    • Antimicrobial resistance (AMR)
    • Human resources
    • Outbreak preparedness and response
    • Community-based zoonotic disease surveillance
  • Relevant experience in one or more of the following countries: Bangladesh, Burkina Faso, Cameroon, Cote D’Ivoire, Ethiopia, Guinea, India, Indonesia, Kenya, Liberia, Mali, Nigeria, Pakistan, Senegal, Sierra Leone, Tanzania, Uganda, Vietnam
