EngenderHealth is recruiting qualified candidates for an anticipated USAID-funded Accelerating ChoiCe, Equity, and Sustainability for Services (ACCESS) project, expected to begin by the end of 2023. Through a consortium of partners led by EngenderHealth, this program will focus on advancing equitable, affordable, and sustainable access to family planning and reproductive health (FP/RH) information, products, and services. Gender, youth, and health worker priorities focusing on achieving FP/RH-related outcomes through local capacity strengthening are all central to this award. Substantial engagement of local partners and stakeholders in the innovation and scale-up of evidence-informed and rights-based FP/RH service delivery will be vital for ACCESS to ensure client dignity, agency, choice, and good health. ACCESS will focus primarily on FP/SRH outcomes at the system, facility, provider, community, and client levels. It will assist USAID-supported countries to constructively and creatively address persistent issues related to health access, equity, and quality of care, particularly for youth. This position is contingent upon award.
JOB SUMMARY
The Chief of Party (CoP) will be responsible for technical leadership, management, administrative oversight, coordination, and successful implementation of the activity. They will serve as the principal institutional liaison with USAID and key stakeholders. They will manage project staff, ensure ACCESS meets stated goals and reporting requirements, and ensure the quality, timeliness, and efficiency of all products and activities generated under ACCESS. The COP will liaise with other Key Personnel, including the Deputy Chief of Party and the Senior Technical Advisor for Family Planning to ensure the soundness of the project’s technical direction; will work closely with the Financial and Operations Director to ensure that project resources are well-managed and in compliance with USAID rules and regulations; will collaborate with the Monitoring, Evaluation, and Learning (MEL) Advisor to ensure that the project’s MEL and knowledge management (KM) functions are well-executed; and will work with EngenderHealth’s Country Directors to ensure smooth operations in all countries of implementation. The COP will oversee program implementation, manage the project team and consortium members, and facilitate adaptation and course correction where needed. The COP will be responsible for the timely and accurate delivery of all reports and other project products.
RESPONSIBILITIES
• Develop and execute overall project strategy, work plan, and budget to achieve project goals and objectives.
• Ensure strong coordination and a positive working relationship with USAID and ensure that the project is responsive to USAID’s needs and expectations.
• Build, strengthen, and sustain relationships with other key stakeholders (such as host governments (including Ministries of Health) local NGOs, other USAID-funded implementing partners, and private sector entities) to ensure program alignment and harmonization, and avoid duplication of efforts.
• Manage relationships with consortium partners.
• Oversee the project’s implementation progress, facilitating adaptations and course corrections where/when necessary to achieve goals.
• In collaboration with the DCOP and Senior Technical Advisor for FP, ensure the soundness of the project’s technical direction.
• In collaboration with the Finance Director, ensure fiscally responsible implementation in full compliance with the USAID rules, regulations, policies, and procedures, relevant host country governments, and EngenderHealth.
• In collaboration with the MEL Advisor, ensure the project’s Monitoring, Evaluation and Learning and knowledge management functions are well-executed.
• In collaboration with EngenderHealth’s Country Directors, ensure the project’s smooth operations and management in each country of implementation.
• Provide first-class leadership in developing and submitting quality deliverables per the terms of the USAID award.
• Lead, mentor and manage staff professional development to strengthen capacity and expertise.
• Oversee a team of senior technical and program management project staff, ensuring strong communication and coordination with and between all team members and with EngenderHealth’s regional and global technical advisors.
• Work with other project personnel and EngenderHealth leadership to proactively mitigate potential or actual risks that may adversely affect project implementation.
REQUIREMENTS
Must possess the following requirements.
• Master’s Degree in public health, social science, or advanced degree in a related field.
• Minimum of 10 years of progressively increasing responsibility in managing U.S. Government contracts or cooperative agreements with a focus on family planning and reproductive health, including at least 5 years of implementation in country experience.
• Proven experience cultivating and maintaining effective partnerships U.S. Government agencies, host country governments, local and international organizations, and other key stakeholders.
• Demonstrated senior level leadership experience with complex programs ranging with budgets of $50 –100M+. Demonstrated skills in organizing resources and establishing priorities. Prior experience as USAID COP, Project Director or DCOP.
• Demonstrated understanding of the family planning landscape, and knowledge of USG global health initiatives.
• Demonstrated experience implementing FP/RH programming in Sub-Saharan Africa and Asia, particularly in one or more of the project focus countries.
• Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and deliver quality products/services.
• Demonstrated leadership skills in collaborating with other donors, host country institutions, and international organizations.
• Significant communication and knowledge management skills and experience.
• Knowledge and use of USAID monitoring and evaluation and learning systems and performance management language.
• Prior work experience in an organization focused on reproductive health and maternal health is required.
• Excellent written and oral communication skills in English.
• Fluency in a second language desirable.

• Knowledge of the organizational and political climate to solve problems and accomplish goals.
