Overview:
The mission of Global Communities (formerly CHF International) is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.
Global Communities is seeking an experienced Chief of Party for an anticipated USDA-funded program in Sri Lanka to reach USDA's highest objective of increased agricultural productivity and expanded trade of agricultural products, specifically within the dairy value chain. USDA sees the importance of farmers participating in human capital development, in addition to producers increasing and improving dairy cattle herds. USDA has identified the following prioritized need for interventions: 1) Improve the availability of inputs for dairy farmers that can be sustained beyond donor support; 2) Improve food safety quality at the local level.
Responsibilities:
The Chief of Party (COP) is responsible for the overall implementation and provides supervisory and administrative oversight to the project. The COP will oversee coordination with key stakeholders (including the GOG, civil society, the private sector, and others) and lead preparation and oversite of any subcontract. Additionally, the COP will be responsible for communications with USDA, for publicly representing the project, and for liaising with the GOH and other institutions/stakeholders on issues related to agricultural productivity.
Knowledge, Skills and Abilities:
At least a Master's degree in agriculture, economic development, political science, or other related fields and 7 years of COP-level management experience with progressively increasing responsibilities managing development projects; a Bachelor's degree in agriculture, economic development, political science, or other related fields and 10 years of senior management experience with progressively increasing responsibilities managing development projects; or 15 years of senior management experience to substitute for the education requirement.
Relevant technical expertise in agri-business, agriculture, economic development, or other related fields.
Experience working with senior government officials and building consensus among diverse actors.
Experience managing U.S. Government funded contracts and cooperative agreements as Chief of Party, Deputy Chief of Party, Country Director or similar.
Experience in South Asia preferred.
Speaking and writing fluency in English.
