Job Description
Energy and Security Group (ESG) is an accomplished small business with two decades of experience implementing sustainable development projects for the US Agency for International Development (USAID). ESG is seeking a Chief of Party to lead a team of consultants and local personnel under an upcoming USAID energy project in Bosnia and Herzegovina (BiH).
The ideal candidate will have excellent communication skills, significant experience with USAID involving project management of energy programs, strong leadership and interpersonal skills needed to work in a fast paced environment involving high-level government officials.
The main objectives of the activity are:
- Preconditions for increased reliance on the renewable energy sources and energy efficiency created: work with BiH stakeholders in developing models to implement energy efficiency measures and increase the uptake of renewable energy sources, while maintaining system stability.
- Legal and regulatory framework of BiH’s energy sector improved: Assist the BiH stakeholders in implementing the most recent energy sector EU Directives and regulations.
- The security of BiH’s energy sector strengthened: Assist the BiH stakeholders in integrating in the regional and EU energy markets and creating the preconditions for the diversification of natural gas sources of supply.
- The capacity and awareness of key energy sector stakeholders to support and implement energy sector reforms strengthened: Capacity building and advocacy efforts are key in assisting the BiH stakeholders to implement the needed energy sector reforms and set the stage for the energy sector transition to clean energy.
Responsibilities:
- Serve as the project’s chief representative and primary point of contact with USAID, implementing partners, BiH government officials, and other relevant stakeholders
- Lead all project planning and implementation, ensuring that all activities are completed and objectives successfully met
- Ensure timely progress and status reporting on all activities under the contract
- Proactively identify resources required by the project, including consultants and subcontractors, and oversee the development of scopes of work for the same
- Ensure the quality and timeliness of all contractual and technical deliverables
- Supervise all project staff and consultants
- Ensure adherence to all U.S. and host country laws, ESG policies, and USAID regulations
Desired Qualifications and Experience:
- Master’s Degree in a relevant field of study (business administration, computer science, engineering, or other related fields)
- At least ten (10) years of demonstrated experience in senior program management roles, such as Chief of Party, including the direct supervision of professional and support staff and direct engagement of high-level government and program counterparts.
- At least (10) years of experience (preferred) working on USAID or other donor-funded projects; direct working experience implementing programs in BiH is a plus.
- At least five (5) years of experience implementing energy and energy policy oriented projects.
- Proven ability to work effectively with USAID mission, host country counterparts, and international donors.
- Experience developing and maintaining working relationships across a complex multi-stakeholder environment.
- Experience with projects aimed at EU energy market integration.
