Description:

FHI 360 seeks a Chief of Party (COP) for a USAID human rights program in Colombia. The purpose of the activity is to enhance peace and stability in Colombia by improving the effectiveness of national and local systems and actors to prevent and protect against human rights violations.

Position is contingent upon receipt of donor funding and will be based in Bogotá, Colombia. Colombian national candidates are strongly encouraged to apply.

Job Responsibilities:

The Chief of Party (COP) will provide overall leadership, management and general technical direction of the entire activity, ensuring an integrated vision among different Results and actors, and a focus on achieving the overall project objectives. This individual shall act as the key liaison between USAID and all other counterparts, associations, private sector owners, implementing partners and Government of Colombia officials involved with the Activity. The COP will be expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. The COP will supervise activity implementation and ensure the activity meets stated goals and reporting requirements. The position requires significant coordination and interpersonal skills, and an understanding of the role that national and local systems play in the prevention of human rights violations. The COP must serve as the primary point of contact with USAID regarding to day-to-day implementation and management matters relating to the contract.

Minimum Qualifications:

  • Requires a Master’s degree in a directly relevant field from an accredited university;
  • Must possess and demonstrate at least ten (10) years of international development work experience (the bulk of which must be within developing countries) with increasing responsibility in a senior management position, and five (5) years of which working with programs or business activities that are of a similar scope and/or scale to this program.
  • Demonstrated leadership and skills related to program management, including budget and personnel management, motivating and supervising team efforts, solid performance management, including work planning, implementation, and achieving success in complex activities;
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
  • Demonstrated ability to successfully manage client and stakeholder relationships, with a high level of organizational, communication and problem solving skills;
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance;
  • Regional experience working in the LAC region required; specific experience in Colombia preferred;
  • Ability to promote and uphold principles of inclusion, with regard to gender, disabilities, and other marginalized identities. This is to be done both by ensuring equality and a safe and comfortable working environment among the staff supervised, and by incorporating inclusion in the design of programs and activities;
  • Must have excellent written and oral communications skills;
  • Must be fluent in Spanish and English.
