Overview:
URC is searching for an experienced Chief of Party (COP) for the anticipated five-year $30M USAID Cure TB Follow on Activity in Kyrgyzstan. The purpose of the Cure TB Follow on Activity is to increase capacity building, logistics management, mHealth, and community services and mobilization to transform health systems and reduce the burden of DR TB in the Kyrgyz Republic.

Responsibilities:
The Chief of Party leads the Senior Management Team and is responsible for the strategic and technical leadership, financial, management and administrative oversight of the Activity. Specific roles and responsibilities include, but are not limited to, the following:
  • Provide overall strategic vision, technical leadership, and oversight for the Activity;
  • Provide technical and managerial leadership to assure the self-reliance of Kyrgyzstan in TB prevention and elimination;
  • Provide an appropriate balance of technical, managerial, and interpersonal skills to coordinate effective implementation of program activities, including development of a dynamic learning agenda and adaptive management approach;
  • Lead the development and implementation of annual work plans and strategies aligned with the donor and Ministry of Health priorities;
  • Collaborate with counterparts, implementing partners, donors, and other USAID-funded projects in work planning, project implementation as well as monitoring, evaluation learning and (MEL);
  • Make programmatic decisions and troubleshoot implementation challenges; oversee timely and quality program implementation.
  • Ensure programmatic data quality, including development of monitoring systems consistent with USG or donor funding standards; and oversee sub-grant development, including compliance with programmatic objectives and URC/donor financial and administrative regulations;
  • Be responsible for overall financial management and administration of the project; approve local financial transactions and authorize expenditures from local bank accounts; and approve all aspects of Activity procurement and logistics;
  • Serve as spokesperson and advocate, representing the Activity to the donor, central and local government officials, private sector leaders, and other stakeholders; will represent the Activity and URC at local, regional, and international engagements;
  • Cultivate and maintain effective dialogue and relationships with project client(s), beneficiaries, partner(s), coworkers, and other local and international stakeholders;
  • Directly supervise DCOP, MEL Director and Finance and Operations Director.
Qualifications:
  • An advanced degree in medicine, public health, international development, public administration or a related field;
  • At least 10 years of progressively increasing responsibility, working on large-scale, complex international development and public health programs;
  • At least 10 years of relevant experience working in Kyrgyzstan or within the region, on public health programs, preferably in TB, health system strengthening, or community health, especially experience working with donor-funded projects;
  • Senior leadership experience on USAID programs of similar size and complexity is required;
  • Chief of Party or Project Director experience preferred;
  • Supervisory experience involving leadership of professional and support staff; oversight and evaluation of staff performance and deliverables, and contract management;
  • Experience in managing USAID and donor-funded projects and reporting;
  • Experience advising senior policymakers, host-country entities, including central and local governments, development partners, civil society organizations on public health and related policies and devising standards, guidelines, and strategies and working with local/regional health authorities and communities to institutionalize activities;
  • Strong oral and written communication skills in English and Russian are required;
  • Experience working with the private sector is an advantage.
