POSITION DESCRIPTION:

IBTCI is currently seeking for a Chief of Party for Evaluation Services and Program Support (ESPS) project.

ESPS is a five-year, $23 million-dollar ceiling IQC managed by USAID/Kenya’s Office of Population and Health (OPH) and USAID/East Africa’s Regional Health and HIV/AIDS Office (RHH). ESPS is providing services in program monitoring and evaluation, data quality assessments, capacity building, logistics for events, meeting facilitation and other program support needs. Work performed under this project contribute to the re-design of new, evidence-based follow-on activities, programs, and strategies. ESPS also supports OPH and RHH’s coordination beyond their implementing partners to include government ministries, other USG agencies and other development partners in Kenya and across East and Central Africa through regional inter-governmental institutions and actors that support overall USAID health and development goals.

The COP will oversee project implementation and ensure the successful provision of monitoring and evaluation (M&E), performance-management, capacity building, logistics and program support services to USAID. He/she will have overall responsibility for the day-to-day ESPS project management, staff supervision, and financial management. He/she will serve as the primary point of contact with the USAID/Kenya Mission Contracting Officer Representative (COR).

The COP will manage the ESPS field office and staff, and the project subcontractors. He/she is responsible to ensure that all deliverables are completed on time and meet IBTCI’s standard of excellence. The COP will be available as needed by the USAID COR and/or other appropriate points of contact at USAID for consultation meetings. The COP reports to the ESPS Project Director (IBTCI Health Practice Director).

Location: Nairobi, Kenya.

Period of Performance: One (1) year with potential extension

Essential Duties/Tasks and Responsibilities:

The COP will carry out the following roles and responsibilities:

USAID/Client-related

  • Represent IBTCI through clear and open communication with the USAID project COR, USAID technical offices, other USG representatives, and the USAID Office of Acquisition and Assistance.
  • Regularly meet with the project COR and other USAID officials to discuss progress, contract issues, and personnel matters as required and/or requested by the USAID client.
  • Collaborate with other USAID implementing partners.
  • Manage project stakeholder relations through regular communication, participatory planning, managed expectations, and solicited feedback.

Field Office Management

  • Manage in-country finance/accounting, coordinating with IBTCI HQ, including submission of monthly budget monitors to IBTCI Home Office (HO) no later than the 12th of each month.
  • Manage administration of in-country assets, leases, project expenditures and subcontractors (i.e., security and/or life support providers).
  • Manage in-country procurement.
  • Oversee and supervise long-term expatriate and local staff in the country to include periodic evaluation of performance and quality of work.
  • Oversee in-country Human Resources (HR) issues in coordination with the ESPS Project Director and IBTCI’s HR Director. Recruit, hire, and supervise qualified local national staff and consultants in accordance with the needs of the project and in compliance with the project budget. Develop and revise job descriptions/SOWs as needed for in-country staff.
  • Manage direction and oversight of consultant and subcontractor contracts and purchase order agreements.
  • Manage consultant and sub-contractor performance and deliverables in accordance with subcontracts and purchase order agreements.
  • Ensure financial and contract compliance with the terms and conditions of the contract agreement, IBTCI’s project and financial management systems, and USAID’s rules and regulations.

Activities/Task Order-Related

  • Lead the preparation of SOWs for new task orders, taking responsibility for the preparation of the workplans and budgets and providing oversight to the completion of the M&E technical aspects prepared under the leadership of the ESPS Senior M&E Advisor.
  • Contribute to IBTCI’s efforts to identify, recruit, review and approve proposed short-term technical consultants, mobilize, support, and manage and monitor short-term technical specialists. Oversee the ESPS Senior M&E Advisor’s leadership to complete this task and seek IBTCI HO guidance when additional support is needed.
  • Responsible for in-country activities and tasks necessary for contract execution.
  • Ensure that deliverables are completed on time and meet a high standard of excellence.
  • Provide technical assistance and training to help raise the profile and understanding of USAID’s Evaluation Policy and the principle of “Managing for Results” to improve program implementation and programmatic and resource decision-making.

Reporting

  • Lead the preparation and implementation of the project annual workplan and budget.
  • Submit timely and accurate project performance reports to the USAID COR as required and requested by the ESPS contract agreement.
  • Prepare and submit quarterly and annual progress reports outlining the major accomplishments achieved by each short-term specialist and accomplishments toward contract objectives.
  • Ensure the completion of timely deliverables that meet USAID and IBTCI’s acceptable quality control and assurance standards.

Other

  • Participate in all meetings with USAID and prepare meeting minutes in the format as dedicated by the ESPS contract.
  • Adhere to and oversee compliance with the ESPS Communications Plan.
  • Other tasks or activities as determined by the IBTCI Director or Practice Principal, as appropriate.

Minimum Requirements:

Experience:

  • At least 15 years of experience in international development, including experience and/or technical knowledge in designing, managing and evaluating multi-million dollar development projects;
  • At least five (5) years of experience as a COP or senior field management experience such as Project Director, Regional Director or Country Director role, demonstrating professional interaction with senior U.S. and foreign government officials;
  • Prior experience in supervising long-term field staff and short-term U.S., third country, and local experts;
  • Demonstration of progressively more responsible experience in the following areas is required:
  1. Project or program management.
  2. Demonstrated ability to manage personnel, funds and resources for multi-year, multi-task projects.
  3. Excellent communication, diplomatic as well as negotiation skills.
  4. Demonstrated understanding of and experience with in the Contractor’s and U.S Government policies and procedures with regard to human resource management, financial management, financial reporting, and procurement processes, etc.
  5. Demonstrated ability to supervise a team in order to complete tasks on time and on budget.
  6. Demonstrated ability to maintain high levels of quality and timeliness within teams of consultants and internal staff.
  7. Proven successful leadership in an intercultural team environment in a development context.
  8. Technical knowledge of the design, implementation, and management of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.
  9. Experience with the country’s development challenges preferred.
  10. Experience in unstable, conflict-prone or post-conflict reconstruction environments, if appropriate.
  11. Excellent Americain English writing skills and speaking ability.

Education:

An advanced degree (MA, PhD) in public health, administration, international relations, or other relevant field is required. A bachelor’s degree will be considered if the candidate possesses 20 years of experience relevant to this position.

Language: Exceptional proficiency in written and spoken American English is required, as is a demonstrated ability to exercise overall quality control, meeting high technical and editorial standards in written products.
