Job Summary:
Catholic Relief Services has been working in Senegal for over 60 years. As one of the first international NGOs established in Senegal after its independence in 1960, CRS’s long-term presence has enabled us to respond effectively to changing conditions in the country. With two regional offices and a central office in Dakar, CRS Senegal also supports programs in The Gambia, Guinea Bissau, and Cape Verde. CRS supports vulnerable populations in all four countries through its work responding to natural disasters, separatist violence, economic fluctuations, public health emergencies and malnutrition. With a strong emphasis on partnership and capacity building, CRS and its partners implement projects that yield immediate results and are sustainable for years to come.
USAID is projecting to award a multi-year, multi-million-dollar project that focuses on Positive Youth Development project in Senegal. The purpose of the project will be to create opportunities for youth to shape their own careers paths and increase their socio-economic inclusion by engaging the private sector and the other stakeholders and using a youth positive development approach. The anticipated project will be in line with USAID’s Feed the Future results framework as well as its zones of Influence in Senegal.
As Chief of Party, you will provide leadership and overall management of the USAID Positive Youth Development project to serve the poor and vulnerable. Your leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in the creation of opportunities for youth to shape their own career paths and increase their socio-economic inclusion. As a senior leader you will proactively manage security and mitigate security risks.

Required Languages –
• Fluency in French and English is required
• Oral abilities in at least one local language (Wolof, Pulaar, etc.) highly desirable.
Travel - Must be willing and able to travel up to 30%

Key Working Relationships: The position will report to the Head of Programming (HOP)
Internal: Country Representative, Head of Operations, Internal Audit, Deputy Regional Director for Program Quality, Regional Technical Advisors, Director of the Strategic Change Platform for Youth, Senior Technical Advisors.
External : USAID, United States Embassy personnel, Ministry of Youth and Professional Training, other Government of Senegal technical ministries, peer international and local NGOs, partner leadership.
