Background: The Transformational Leadership Program will help create a cadre of leaders able to drive economic, political, and social change within Kosovo. Key components include strengthening universities within Kosovo, scholarships for US graduate studies and professional certificates, and establishing multi-stakeholder oversight mechanisms.

Chief of Party (Full time position)

The Chief of Party will report to World Learning headquarters and be in charge of overall program operations. Job Responsibilities:

  • Provide overall leadership and direction for the program
  • Oversee program administration, implementation, and fiscal management
  • Coordinate overall communications with USAID/Kosovo
  • Develop and manage relationships with key stakeholders
  • Provide leadership to overall project operations and reporting, ensuring that program complies with donor regulations and local laws
  • Liaise with partner organizations, facilitate successful coordination of all organizational and individual training and capacity building activities and ensure transparency
  • Report regularly to headquarters, providing timely updates of all situational and project developments.
  • Oversee the preparation of annual work plans and other USAID reporting requirements.
  • Regularly update donor on progression of programs
  • Manage and supervise team of local and international staff and consultants

Required Qualifications

  • Master’s degree
  • Minimum 10 years senior management experience with education, academic exchange, or organizational performance improvement programs
  • Knowledge of USAID rules and regulations
  • Strong experience in managing development programs for results
  • Excellent communication skills
  • English fluency
  • Strong team leadership capabilities
  • Ability to work with diverse groups of stakeholders from government, higher education, donor, civil society, and private sector communities

Desired Qualifications

  • PhD
  • Minimum three or more years prior experience as Chief-of-Party on a USAID funded project
  • Fluency or proficiency in Albanian or other languages spoken within Kosovo
  • Prior working experience in Kosovo or neighboring countries
  • Knowledge of USAID’ HICD methodology
