Expected duration: 5 years. Successful candidates are expected to live in Addis Ababa, Ethiopia and travel regularly throughout the Country. Position Title: Chief of Party, LCD Project in Ethiopia

Reports to: Divisional Vice President for Education and Capacity Development, IDEP World Learning, Washington D.C.

Supervises: M&E Manager and other Ethiopia based staff as well as international and local consultants


The Local Capacity Development (LCD) project will provide USAID/Ethiopia with a set of interventions aimed at strengthening Non-Governmental Organizations (NGOs) in Ethiopia that are recipients of direct USAID awards most of which were in response to Local Capacity Development Annual Program Statements. The project will address key capacity development gaps that limit the effectiveness of NGOs to achieve sustainable and significant impact, be accountable to its constituents, and be able to effectively compete for and manage donor resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Chief of Party will reside in Addis Ababa, Ethiopia and will be responsible for overall project management, including providing technical support and facilitating partnerships with stakeholders throughout the country. Essential duties and responsibilities include:

  • Providing overall strategic, technical, and programmatic leadership for the project;
  • Ensuring accurate, timely, high quality program deliverables to USAID and World Learning home office—including NGO assessments, capacity building plans, training, technical assistance, and reports;
  • Providing strategic guidance and supervision of project staff, consultants, and local implementing partners;
  • Serving as chief liaison with USAID, ensuring regular communication with donor representative;
  • Liaising with and building strong partnerships with multinational, national, and local stakeholders;
  • Ensuring regular communication with World Learning’s home office;
  • Overseeing the project budget and all project financial resources, working closely with finance department and program officers to plan monthly projections, monitor burn rates, and supervise other budgetary matters; and
  • Completing other duties as assigned.

REQUIRED QUALIFICATIONS:

  • Master’s degree in management, international development or related field;
  • 10 or more years professional experience in international development, with at least 5 years in a developing country and at least 5 years of management experience;
  • Demonstrated capabilities in institutional capacity development, high-level strategic visioning and leadership and experience in working effectively with local civil society organizations and with USAID or other development partners;
  • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of multi-million dollar (USD) international donor-supported programs, with skills in strategic planning, management, supervision and budgeting—preferably managing complex activities involving coordination with multiple program partner institutions.
  • Strong communication skills, including interpersonal and in written and oral English, to fulfill the diverse technical and managerial requirements of the project and to effectively coordinate with a wide range of stakeholders;
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams

PERFERRED QUALIFICATIONS:

  • Experience implementing projects of similar scale and scope in Ethiopia or Sub-Saharan Africa;
  • Knowledge of common NGO capacity development approaches and assessment tools highly desired;
  • Ability to speak Amharic or other local languages commonly spoken in Ethiopia
