Classification: This is a managerial, exempt level position and is not eligible for overtime pay.
Overview:
IBTCI is currently seeking a Chief of Party for a proposal for the five-year Mali Monitoring, Evaluation and Learning (MEL) Platform. The purpose of this project is to establish a monitoring platform which will 1) conduct third-party monitoring on behalf of USAID Mali; 2) conduct data quality assessments data collected in non-permissive environments; and 3) provide logistical support for external USAID Mali meetings/events. This position is contingent on award.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Coordinate and be responsible for all design, data collection, monitoring, report generation, evaluation and related tasks.
- Ensure quality control and the overall responsiveness of technical assistance provided under the contract in accordance with USAID reporting requirements.
- Perform site visits to provide activity oversight, inspect implementation progress and deliverables, verify monitoring data, and learn from activity implementation.
- Meet with key stakeholders (i.e. partner(s), beneficiaries, sector experts, other donors, and the host government) to corroborate information provided by the implementing partners.
- Monitor indicator data to identify any gender gaps (the extent to which females and males are participating in and benefiting from projects and activities).
- Assess the environmental impact of USAID activities during regular site visits.
- Analyze performance and context monitoring data to extrapolate relevant information and provide written and oral briefings to USAID to inform management and adapt interventions.
- Serve as the primary liaison between IBTCI and USAID/Mali, and adjust, as needed, operations to fit the requirements of USAID, and ensure compliance with USAID regulations and policy.
- Carry out all fiduciary duties in a responsible and professional manner.
- Examine technical reports and deliverables to review performance data.
- Meet with implementing partner staff and other stakeholders to discuss data collection methods.
- Prepare written and oral reports on DQA findings and provide recommendations on how to address deficiencies identified.
- Provide logistical support for external events, including but not limited to, working with implementing partners to develop actions plans that address the report recommendations, facilitate workshops and meetings.
- May be required to be in-country to perform the essential duties of this position.
- Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
- Ability and willingness to work for extended periods in insecure and diverse environments.
- Ability and willingness to safely enter and exit a large, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
- In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Qualifications
Minimum Requirements:
- At least ten (10) years’ experience working in project management in developing countries, preferably including experience in post-conflict and in West
- A proven record of excellent management, leadership, decision-making, and interpersonal skills, including being an articulate speaker and sympathetic
- Demonstrated ability to assemble, quickly and effectively, and to manage a highly-skilled, interdisciplinary
- Demonstrated ability to interact with and lead a broad range of governmental and non-governmental actors and institutions across
- Demonstrated ability to design, implement detailed, organized, timely, accurate monitoring and evaluation
- Demonstrated excellent writing and presentation ability, as well as experience successfully leading an intercultural team in a development
- Carry out all fiduciary duties in a responsible and professional manner.
- May be required to be in-country to perform the essential duties of this position.
- Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
- Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
- Ability and willingness to work for extended periods in insecure and diverse environments.
- Ability and willingness to safely enter and exit a large, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.

- Excellent analytical skills in French and English
- Oral and written fluency in English and French required.
Education: Master’s degree in relevant subject areas, preferably in International Development and/or Development Management with an emphasis on Monitoring and Evaluation.
Preferred Knowledge, Skills and Abilities:
- Project or program management, with remote management experience a plus.
- Previous experience as a COP on a USAID-funded award.
- Development and oversight of monitoring, evaluation, and learning systems for clients.
- Prior experience working in Mali preferred.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibilities: This position does have supervisory responsibilities.
Travel: Domestic and international travel may be required and may include travel to fragile and/or conflict-prone zones. Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
