The Partners for Transparency Activity (PfT) supports locally driven solutions that increase transparency and accountability in Colombia. This activity strengthens citizen-responsive governance and increases citizen trust by leveraging targeted stakeholders’ expertise, engagement, and unique positions of influence to:

· Advance national-level government transparency and accountability initiatives;

· Promote local-level civic participation;

· Strengthen oversight-and-control institutions’ efforts to fight corruption;

· Nurture a culture of transparency and accountability; and

· Build local partner capacity and sustainability.

Role’s Purpose

The COP will be responsible for the technical leadership and in-country management of the program. S/he will effectively manage relationships with members of the Technical Committee to set program strategy, harmonize efforts of key partners, and leverage the strengths, communications platforms, and networks of each of these partners to intensify program impact. As COP, s/he will represent the program to USAID, CSOs, national and subnational government representatives, and local communities and groups. S/he will oversee the long-term staff and short-term experts in the successful completion of all program deliverables. S/he will undertake regular assessments of the broader political environment within which the program operates to ensure flexibility and rapid reprioritization of activities when necessary. This position will supervise all technical components, as well as directly supervising the M&E/CLA function. The COP is the individual accountable for program success, and s/he will be USAID’s single point of contact with the AOR in the field.

Objectives and Duties

The Chief of Party will be responsible for, but not limited to, the following detailed tasks:

  • Set strategic direction and technical leadership across Activity objectives. Delegate responsibility as appropriate to the Technical Director, Objective Leads and sub-awardees to design and execute specific implementation plans in pursuit of project objectives.
  • Responsible for producing and delivering all required reports and deliverables as set forth in the project design, contract, and deliverables schedule.
  • Provide timely and accurate reporting to USAID on all program areas, presenting findings in both written and oral presentations as required.
  • Serve as principal liaison with USAID, Government of Colombia, counterparts, and community stakeholders on program communications and technical implementation activities.
  • Manage, lead, and oversee all Activity staff, consultants, and subcontractors in achieving project results and project deliverables.
  • Oversee all Activity financial and administrative matters.
  • Oversee development and implementation of Activity MEL Plan.
  • Liaise with DAI home office on program technical progress and overall management as needed.
  • The COP will coordinate with other donor projects in similar technical areas of work, particularly including other projects funded by USAID. The COP will particularly and pro-actively collaborate with the DAI implemented Responsive Governance project, which shares national level counterparts (DNP, Fiscalia, Controlaria, Procuraduria) and sub-national scope in Southern Cordoba.
  • The COP will chair the technical steering committee that engages with the heads of the partners in the DAI consortium, and will substantively and consistently engage those individuals in a collegial, inclusive manner—soliciting their input, feedback and gaining their support.
  • The COP will set a positive example of transparency and accountability for project staff and partners—modeling the behaviors required to achieve the project’s broader mission in behaviors and communications day-to-day.
  • The COP will proactively lead and manage the project team toward a positive and supportive workplace dynamic that has clear expectations, accountability, and in full alignment with DAI policies and Colombian labor standards.

QUALIFICATIONS

The qualifications for the COP position include:

  • A graduate degree in political science, law, public policy, business administration, or a related field; 15 or more years’ experience working in technical themes of transparency, anticorruption, civic participation, local capacity development, and institutional oversight
  • Experience working with governments in a developing country context
  • Experience working in Latin America and the Caribbean, with a preference for Colombia
  • Fluency in Spanish and proficiency in English.
