Proposal Summary:

The goal of the Strengthening Somali Governance (SSG) Project is to support the development of more effective and accountable Somali government institutions. SSG will: 1) improve the legislative, representative, and oversight functions of Somalia’s federal and state deliberative bodies; 2) improve the ability of targeted government institutions to carry out essential functions; and 3) increase citizen awareness of and engagement in government decision-making. This is a three year project, based in Somalia, with an anticipated value of U.S. $22-24 million.

Position Summary:
The Chief of Party will manage a diverse project team, ensuring that project activities align with goals of USAID and the Government of Somalia. S/he will provide technical and administrative leadership for the entire program, ensuring that all objectives are achieved. This is a full time position based in Mogadishu for the duration of the project.

Responsibilities:

  • Provide overall leadership, management oversight, and technical direction to the project in consultation with the MSI home office technical director.
  • Serve as the primary project interface with USAID, the Government of Somalia, in-country USG counterparts, and other stakeholders.
  • Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative reports.
  • Responsible for achieving intended program results.
  • Supervise and coordinate the work of subcontractors, consultants and grantees: review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables.
  • Ensure compliance with USAID, Government of Somalia, and MSI standards of quality and regulations in all project activities.
  • Coordinate program activities with other relevant donor-funded projects to achieve maximum impact.

Qualifications:

  • At least 10 years of relevant experience and a master’s degree in a relevant field (or a bachelor’s degree and 15 years of experience).
  • At least five years of experience managing projects of a similar scale, scope and technical focus, with at least one of those years in a fragile state context.
  • Expertise in public sector capacity building is preferred.
  • A demonstrable track record of achieving results.
  • Demonstrable experience managing and motivating a culturally diverse workforce.
  • Excellent oral and written English communication skills.
  • Somali language skills beneficial.
