Job Description

SNV seeks a Chief of Party (COP) for an anticipated 4-year USAID-funded Tanzania Agricultural Education and Development project. The Agricultural Education and Development project will aim to ensure the sustainability of the Tanzanian agricultural education and training (AET) system to produce a skilled agricultural workforce that meets labor market needs, in order to contribute to agricultural productivity, income generation, and food security.

The Chief of Party will provide overall leadership, management, and general technical direction for the entire program, ensuring an integrated vision among diverse components and actors, and focusing on achieving the desired results. This position will be responsible for overall activities of sub-recipients, and for leading program-focused strategic planning and decision making. The Chief of Party will work directly with USAID and will be a key liaison to implementing partners and other stakeholders.

This position will ensure full compliance with all USAID, SNV, and other fiduciary regulations and will oversee the project reporting process in line with donor requirements. The Chief of Party will also supervise project staff including professional performance management and coaching.

Primary responsibilities will also include:

  • Efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures
  • Supervision of field operations, administration, logistics, and procurement
  • Management, delivery, and monitoring of sub-grants
  • Supervision of program monitoring, evaluation, and reporting and ensuring quality control and timeliness of all deliverables as required by the grant and donors
Qualifications
  • Minimum of 10 years of experience as a COP or similar senior management position for projects of a similar magnitude and complexity in developing countries
  • Minimum of 5 years of experience in developing countries, preferably in Tanzania or Sub-Saharan Africa
  • Previous experience in a senior technical or management position on a USAID-funded project
  • Knowledge and experience with USAID, or other, approaches to develop agricultural education and training (AET) systems, and approaches to increase agricultural productivity, income generation, and food security
  • Master’s degree or higher in education and training systems, agricultural economics, economics, business, or another field related to agricultural productivity
  • Excellent interpersonal skills and demonstrated ability to hold staff accountable for doing their jobs
  • Fluency in English required, knowledge of local languages is highly desired

Other Qualifications

  • Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues
  • Demonstrated ability to work collaboratively with other implementers and teams carrying out USAID- and other donor-funded programs
