Job Description

The Chief of Party (COP) will oversee and manage the day to day operations in-country and will have overall authority to serve as QED’s representative in Turkmenistan. The COP will direct and ensure the successful implementation of GSP, including workplan implementation, financial and personnel management, and act as the primary point of contact with USAID/Turkmenistan. The COP will manage field office staff, subcontractors, and consultants, ensuring all deliverables are completed on time and to QED and USAID standards.

Management of Program Operations:

  • Serve as primary management authority for the GSP for program
  • Manage and maintain the GSP field office in Ashgabat
  • Recruit, hire, and supervise qualified local staff and consultants in accordance with the needs of the program, and in compliance with program budget
  • Lead the preparation and implementation of the GSP annual workplan (as approved by USAID)
  • Identify short-term technical assignments, review and approve proposed short-term technical consultants, and supervise (as necessary) short-term technical specialists
  • Serve as the primary point of contact for USAID, and maintain overall responsibility for coordination and communication with the AOR and GOTX counterparts
  • Represent QED through clear and open communication with the GSP AOR, USAID/CAR, USAID/Turkmenistan, and other USG representatives
  • Manage relationships with key government partners through regular communication, participatory planning, expectations management, and solicited feedback
  • Prepare and submit quarterly and annual progress reports outlining major accomplishments achieved toward GSP’s objectives, as required by the cooperative agreement
  • Ensure financial and contractual compliance with the terms and conditions of the agreement, QED’s program and financial management systems, and USAID rules and regulations
  • Lead selection of priority project initiatives and supervise GSP trainings, study tours, and other assistance provided under GSP

Technical Assistance:

  • Provide management and technical advice on the implementation of the annual workplans and performance monitoring plans, including periodic evaluations and assessments as required
  • Provide overall technical and managerial oversight of the program: oversight of baseline studies on attitudes, training needs assessments, and capacity building programs
  • Support efforts of key GOTX partners to formalize information sharing and consultative processes
  • Facilitate meetings between GOTX institutions and CSOs led by QED’s in-country technical team
  • Provide other technical assistance as required
