Chief of Party, USAID/Bosnia and Herzegovina Fiscal Reform Activity

Period of Performance: 5 years

Location: Sarajevo, Bosnia and Herzegovina

Background

DAI is seeking qualified candidates for the role of Chief of Party (COP) on the 5-year, $12M USAID-funded Fiscal Reform Activity in Bosnia and Herzegovina. The purpose of the Activity is to build on and expand fiscal sector reform to increase efficiency, reduce tax compliance costs, and align the country’s regulatory framework with international and European changes in the international tax environment. The achievement of overall purpose will be measured by the number of internal processes improved and optimized, the number of business-facing services improved and digitized as well as the number of legislative acts adopted to align the country with the international tax best practices. The Activity has five components:

1. Produce analysis, reports, recommendations for tax administrations.

2. Implement recommendations produced under component 1.

3. Improve operational efficiency, efficacy and capacity of three Tax Administrations and competent Ministries of Finance at state and entity-levels.

4. Improve direct tax legislative framework.

5. Reduce the number of parafiscal fees.

Key Duties and Responsibilities

The Chief of Party will be responsible for the technical leadership and in-country management of the activity. S/he will oversee the long-term staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary. Other responsibilities include:

· Serve as the primary contact with USAID/BiH, government officials, and other stakeholders on technical matters.

· Provide overall leadership, management, and technical direction, ensuring an integrated vision and strategy among different objectives and actors.

· Manage, lead, and oversee all project staff, consultants, and subcontractors to achieve expected results.

· Ensure quality control and the overall responsiveness and performance of the project.

· Oversee all financial and administrative matters.

· Ensure technical excellence and guide implementation of the project’s adaptive local systems approach across objectives.

· Ensure compliance with USAID and Bosnia and Herzegovina laws, regulations, policies, and procedures.

· Present findings in both written and oral presentations as required.

Required Qualifications

· Proven technical capacity in tax policy and administration.

· At least 10 years of experience implementing donor-funded projects.

· At least five (5) years of demonstrated experience leading similar-sized projects funded by USAID or other international donors.

· Thorough knowledge of USAID protocols and regulations.

· Experience in the Balkans or broader Central and Eastern Europe.

· Experience with adaptive local systems approaches.

· Demonstrated ability to work in complex environments and manage diverse teams to deliver impact.

· Excellent relationship-building and communication skills.

· Advanced degree in public administration, economics, international relations, political science, or related field.

· Fluent English language skills, Bosnian language skills are a plus.
