Job Description
Overview:
URC is searching for an experienced Chief of Party for the anticipated USAID-funded Global Health Security (GHS) opportunity in the Philippines under the Universal Health Care Project. USAID’s GHS programs strengthen the capacity of partner countries to understand and address the risks posed by zoonotic diseases that are spilling over from animals to humans and causing epidemics; strengthen national laboratory and surveillance systems; train the next generation of health workers in “One Health” capacities; improve risk communication to inform the public and health workers on infection prevention and control; address the rising threat of antimicrobial resistance; promote innovation in vaccine development; and conduct research into new and emerging viruses.
Responsibilities:
The Chief of Party is the key representative of the program to USAID and other core stakeholders (counterparts and implementing partners) in the Philippines.
Specific responsibilities include the following:
- Provide general management, technical leadership and administrative oversight to the in-country team , and partners and subawardees to guarantee the quality, timeliness, and efficiency of all products and activities under the auspices of the Activity
- Provide global or regional expertise in Global Health Security (GHS), bringing technical direction to align an integrated vision among different components and stakeholders
- Provide technical and managerial leadership of the program
- Lead the development and implementation of annual work plans and strategies aligned with the Government of the Philippines and USAID priorities
- Collaborate with counterparts, partner organizations, and other donor-funded (USAID, CDC etc.) projects in work planning, project implementation as well as monitoring, learning and evaluation
- Cultivate and maintain effective dialogue and relationships with client(s), beneficiaries, partner(s), coworkers and other local and international stakeholders
- Lead technical and operational procedures and policies to guide a team of senior staff and sub-partners
- Manage a team of senior direct reports including deputies and directors
Knowledge, Skills and Abilities
The Chief of Party must have strong leadership skills, technical expertise in health systems strengthening (HSS), regional or international GHS-specific technical knowledge, and demonstrated management qualities.
Qualifications:
- Advanced degree in medicine, public health, international development, public administration, economics, or in a closely related field
- Minimum of 10-15 years of demonstrated experience designing, executing, managing and evaluating public health programs
- Demonstrated management experience with US government (USAID experience highly preferred) or other donors, in the Philippines and/or Asia Pacific region
- Minimum of seven years of demonstrated experience in designing and managing multisector programs with strong GHS components and activities
- Demonstrated experience implementing health sector and health systems strengthening activities or programs
- Strong organizational skills including people, task, and time management
- Strong presentation skills
- Excellent verbal and written English communication skills
