USAID/Haiti, Architecture and Engineering Task Order under Global Architect-Engineer Services II IDIQ.- 170004M9

CH2M is seeking to hire a qualified Chief of Party for an anticipated USAID-funded architecture and engineering task in Haiti to design and manage the Mission’s multi-sectorial infrastructure portfolio.

Project Title: USAID/Haiti, Architecture and Engineering Task Order under Global Architect-Engineer Services II IDIQ.

Period of Performance: 5 years, estimated Mar 2018 through Dec 2023;

Place of Performance: Port au Prince, Haiti

Position Description/Summary: This task order will directly support USAID/Haiti’s development objectives relating to health, education, agriculture, economic growth and democracy and governance. The Mission is currently managing this portfolio utilizing the services of multiple A&E firms. The intent of this TO is to create an omnibus A&E contract to address the Mission’s ongoing and future requirements for infrastructure design and construction management to support the Mission’s overall development objectives in these sectors. This TO will provide OIEE immediate access to a team of full-time and short-term architects, engineers and specialized technical experts both based in Port-au-Prince and elsewhere through reach back capabilities with other offices as needed. The COP will be responsible for leading all technical, financial and administrative aspects of the program and will coordinate closely with USAID, GOH and other stakeholders in developing and implementing all projects under the contract. The COP will be the principal link between USAID, CH2M, and other partners and will be singularly responsible and accountable for achieving all contract requirements. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including O&M, monitoring and evaluation, and reporting to USAID.

Specifically, the CoP will:

  • Respond to all task order requirements and provide central management and oversight of Task Orders under this award, working collaboratively and often with USAID central and field project managers, technical officers, COs, and meet and consult regularly with the COR.
  • Be responsible for ensuring effective and efficient performance for all aspects of the TO and ensuring systems are established and maintained and adequate resources are applied and managed so that all TO requirements for cost control, quality standards, safety, security and schedules are met;
  • Select and provide technical and administrative direction as well as support all technical experts carry out technical requirements; and
  • Report to USAID/Haiti technical and contract personnel in accordance with USAID contractual reporting requirements;

Basic Qualifications

  • Bachelor’s degree in engineering, architecture, construction management or other relevant degree with commensurate professional experience
  • Twenty-one years of professional experience
  • 10 years of experience as a senior project manager for an organization
  • Experience managing federal projects
  • Ability to travel to project sites throughout Haiti
  • Fluency in written and spoken English

Preferred Qualifications

  • Demonstrated high level organizational, communication, leadership, problem-solving and time management skills;
  • Demonstrated experience presenting and communicating to high level stakeholders;
  • Fluency in written and spoken French a plus;
  • Five years of professional experience managing A&E design projects and/or providing construction management services in Haiti or similar developing country context;
  • Previous project management experience on international development projects (i.e., USAID);
  • Knowledge about the overall technical, administrative and logistical responsibility for the effective, efficient, and timely implementation of all activities undertaken by the contractor.
