Proposal Summary:

The overall goal of JRAP is improve the efficiency, transparency, and accountability of the justice system in the short- to- mid-term while expanding the availability of legal services and the ability to adjudicate cases fairly (safeguarding citizens’ rights) and efficiently, all in a sustainable fashion that instills increased public confidence in the justice system. JRAP comprises two main programming components that are further outlined below. In alignment with USAID’s new Rule of Law policy, JRAP is designed with a People-Centered Justice (PCJ) approach that improves the user experiences of justice systems on both sides of the system by ensuring that USAID’s assistance and the justice services (formal and informal) are evidence-based, data-driven, user-friendly, solution-focused, prevention-oriented, and pathway-multiplying that they expand access to justice services. Using people-centered approaches, JRAP will work with both sides of the justice system to impact how justice processes address Haiti’s critical problem with pre-trial detention, as well as, to the extent possible, issues of corruption in the justice system.

Position Summary:

The Chief of Party (COP) is responsible for the overall technical, administration, and management of the activity, and for ensuring linkages and connectivity between all components The COP will be responsible for the successful project performance and will oversee project planning and monitoring including leading all communications with USAID while serving as the primary point of contact with MSI home office senior leadership. The COP will also be responsible for all contract deliverables including client reporting requirements and overall project compliance. This position is conditional upon MSI winning the proposal.

Responsibilities:

  • Provide overall strategic vision, management, and technical direction of project activities to ensure they achieve objectives and results.
  • Oversee the implementation of the project while ensuring compliance with Government of Haiti requirements and regulations, as well as MSI policies and procedures.
  • Manage all aspects of the project planning and implementation in meeting the goals of the contract including, but not limited to, technical, administrative, operational, and logistical management of project activities.
  • Coordinate activities between the field office and MSI home office.
  • Ensure all project activities are technically sound and appropriate.
  • Oversee fulfillment of all contract delivery requirements, including technical reports and deliverables.
  • Manage and supervise the work of project personnel to achieve project objectives and targets and ensure timely implementation.
  • Oversee internal management of the project including budget, procurement, and security.

Qualifications:

  • The COP must have strong leadership, program and organizational management and communication skills, as well as sound analytical abilities.
  • The position requires a minimum of five years of experience with complex, fast paced, and politically sensitive field operations in developing countries, preferably in a fragile or transitional state environment or security-challenged environments.
  • The incumbent must have relevant work experience as a COP, or senior field management experience such as Project Director, Regional Director or Country Director roles that required working closely with a donor, contractor or international NGO managing an office or program.
  • Experience in criminal justice and/or penal reform, and familiarity with civil law systems, stabilization, and conflict mitigation is highly desirable.
  • Five years of experience in conflict mitigation, governance, rule of law, security sector reform, citizen security, or law enforcement work is required.
  • Experience working on rapid transition programs in insecure environments.
  • The COP should have a degree in a relevant field, and a proven ability to successfully lead an intercultural team in a development context, including supervising long-term field staff and short term international and local experts.
  • Fluency in French and or Haitian Creole preferred.
  • Experience working in Haiti or in a country with a similar level of socio-economic development is desirable.
  • Must be based in Haiti and be able to travel throughout Port-au-Prince, security permitting.
