Job Description

SUMMARY

ME&A is a woman-owned US small business leader in monitoring, evaluation, and learning (MEL) with headquarters in Bethesda, Maryland. We have more than 30 years of experience working alongside USAID and its partners to overcome complex development challenges and develop effective solutions. Having implemented global IDIQs and demand-driven activities in 80 countries to support MEL, human and institutional capacity development, global health, and other sectors, ME&A has developed effective decision-support systems and human-centered strategies for engaging decision-makers that have proven critical to advancing USAID localization objectives, strengthened local partnerships, and reduced the barriers that limit local stakeholder participation in the co-creation and implementation processes.

ME&A is recruiting for a Chief of Party (COP) for inclusion on our proposal on an upcoming USAID-funded Monitoring, Evaluation, Collaboration, Learning, and Adapting (MECLA) contract in Indonesia. The purpose of the contract will be to serve as a central platform for ensuring that development programs funded by USAID in the country achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services; evaluating technical services; and facilitating learning and adaptive management. This is a full-time position contingent upon the successful award of the activity.

RESPONSIBILITIES

The COP shall be responsible for the management and technical leadership of the contract, providing overall oversight of the strategic design and implementation of all components. S/he will serve as ME&A’s principal liaison with USAID/Indonesia. The COP will manage the field office and will be responsible for supervising the development, implementation, and reporting of MEL tasks and assignments in accordance with the work plan and ensuring high-quality, compliant, and timely deliverables. The ideal candidate will be a dynamic individual who is effective in forging lasting relationships with senior representatives from the government, private sector, and civil society to navigate complex operating environments.

QUALIFICATIONS

  • Master’s Degree in a relevant field such as international development, project management, statistics, economics, or a related social science. A Bachelor’s degree plus additional experience will be considered in lieu of a Master’s.
  • At least ten (10) years of progressively responsible experience implementing and managing international development programs preferably with USAID in Indonesia and the Asia-Pacific Region.
  • Experience designing, implementing, and managing MEL activities, including serving as a team leader in the field.
  • Demonstrated leadership experience, including skills in strategic thinking and planning, presentation, and managing high-performing teams.
  • Demonstrated capacity to manage large complex projects, including oversight of technical, management, and financial aspects and compliance of subcontracts and consultants to provide demand-driven services.
  • Knowledge of USAID regulations and systems, MEL guidance, evaluation policy, and gender and social equity.
  • Experience applying evidence to help clients analyze problems, devise strategies, and design or adapt programming based on data.
  • Excellent expertise in leading the writing of evaluation reports that synthesize input and triangulate data from multiple sources into high-quality documents.
  • Knowledge of and access to various stakeholder networks in Indonesia and/or Asia-Pacific, including government, civil society, private sector, research institutions, indigenous populations, marginalized communities, or a demonstrated ability to forge such relationships.
  • Experience engaging and strengthening the capacity of local research entities is preferred.
  • Expertise and experience in designing capacity gap assessments and corresponding capacity development plans.
  • Fluency in English is required. Fluency in Bahasa and/or other local Indonesian languages is strongly preferred.
