SUMMARY

Casals/DI is seeking qualified candidates to fill the role of Chief of Party (COP) for the USAID/Philippines Logistics Support for Mindanao Project. The purpose of this project is to provide Logistical, Security Support and Information Management services to USAID activities in the Mindanao region of the Philippines, over a period of three years with two one-year options. The project headquarters will be in Zamboanga City with sub-offices in Cagayan de Oro and Davao.

DUTIES & RESPONSIBILITIES

The COP will:

  • Provide overall management direction and leadership in all aspects of logistical support and security support services, as described in Section IV. Tasks.
  • Ensure compliance with the all provisions of this contract, for providing highly skilled and Logistics & Security Supporting project personnel, and for delivering exceptional performance and customer service that will be evaluated on a quarterly basis.
  • Provide overall guidance and direction for information management, as defined in Section IV.3.

DESIRED QUALIFICATIONS

  • University degree in security, management, information sciences, communications or other fields relevant to the required services of this Logistics Contract.
  • At least 10 years of progressive increased responsibility experience in managing logistics and security support services for international organizations implementing development assistance programs, preferably in conflict environments;
  • Demonstrated understanding of the challenges and opportunities of working in conflict-affected environments;
  • Demonstrated familiarity with USAID or donor agency program requirements and procedures; and
  • Demonstrated experience working with national government counterparts, donor groups, military, civil society partners, and local governments.
  • Ability to pass a security clearance: and
  • Demonstrated English communication skills (written and oral) are required.

TRAVEL

Must be willing to live in Zamboanga City, Philippines and travel throughout the country or region as needed.
