This opportunity is contingent on contract award, which is expected to be released in December 2023 with an award date by March 2024.

PURPOSE & NEED

This position is for the anticipated USAID/Peru Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support activity (PCMELS), which is expected to be released in December 2023 with an award date by March 2024. This will be a 5-year activity and expected to be managed out of the USAID/Peru Mission. The activity will provide technical support and/or services on relevant areas of the USAID program cycle. This includes support for effective planning, robust design, performance reporting, conducting special studies, data quality assessments (DQA); monitoring, evaluation and learning (MEL); collaborating learning and adapting (CLA), and knowledge management (KM) at all levels to support programs and activities from Peru’s bilateral and South America Regional portfolios, as well as from USAID Missions in South America. Overall, the ultimate expected results of this activity are to strengthen USAID’s program cycle systems in the bilateral and SAR programs and to enhance the capacity of local/regional entities in order to improve the use of evidence for programming, learning, and adaptive management.

As the Chief of Party, you will manage a team of staff, consultants, and subcontractors to deliver high quality, technical assistance to USAID/Peru and other USAID Missions in the region. You will play a leading role in engaging USAID clients, developing a shared vision for success, and leading the implementation team in designing and delivering results that achieve that vision.    You will ensure that PCMELS features outstanding client engagement, delivery of high-quality services, and efficient and effective contract management. Your responsibilities will include managing all aspects of PCMELS as a model of USAID program cycle support services. You will oversee the start-up of the contract and project-wide products and initiatives, such as the annual work plan, required reports, subcontracting agreements, and financial and staff management. You will also lead and grow your team to support PCMELS’ implementation of Environmental Incentives (EI) management processes around financial planning, forecasting, and reporting.

OBJECTIVES AND DELIVERABLES 

The following provides some near-term objectives and deliverables related to this position. 

  • Lead in all technical, financial, administrative and reporting aspects of the activity and will coordinate closely with USAID in developing, implementing, and revising the activity’s overall field strategy.  
  • Act as the principal link between USAID, key government counterparts, EI, and other project stakeholders and provide overall strategic and technical guidance to subcontractors.  
  • Provide comprehensive expert technical oversight and guidance in all aspects of the activity, including monitoring and evaluation, and reporting to USAID.  
  • Lead all aspects for a successful rapid Activity mobilization including first year work planning, recruitment, building relationships with the team, client and key stakeholders. From rapid mobilization to implementation, you will guarantee compliance with USAID’s policy and regulations, as well as commit to producing high quality products in an inclusive and sustainable manner. 

OTHER ONGOING RESPONSIBILITIES

Provide Expert Technical Service

  • Provides expert technical assistance to meet client vision & EI quality standards.
  • Effectively leverages contributions of partners and consultants. Uses EI performance improvement diagnostic to understand impact.

Manage Teams

  • Manages Team Leads to develop and implement work plans, budget, and staffing plans aligned to client vision and EI quality standards and helps them exercise increasing independence.
  • Models EI culture, principles and values, and makes decisions that advance EI’s commitment to diversity, equity, and inclusion.

Client Stewardship

  • Facilitates creation of a shared vision (theory of change) with the client lead and an adaptive management process to achieve that vision.
  • Effectively gains trust by managing the project team to consistently deliver quality service, anticipate needs, and solve problems.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor’s degree and 11+ years of relevant experience; Master’s degree and 9 years of relevant experience or equivalent combination of education and experience.
  • Professional fluency in Spanish and English.
  • Experience managing complex portfolios of work, including work processes, budgets, and staff.
  • Experience managing team performance, including cross-cultural teams, and nurturing staff professional development.
  • Experience communicating technical content in multiple formats to meet the needs of different audiences.
  • Demonstrated successful experience stewarding a client relationship.
  • Consulting or employment experience with USAID or a similar US government organization in the environment or development sector (USFWS, USDA, State Department, etc.).

Preferred Qualifications

  • Professional proficiency in Portuguese.
  • Extensive work experience in international development in Peru.
  • Experience in USAID Monitoring and Evaluation and Learning practices and policies and Program Cycle implementation.
  • Experience managing the work of staff and subcontractors both within and beyond your area of technical expertise.

Knowledge, Skills, and Abilities

  • Understanding of current development challenges in Peru and other countries within South America and USAID/Peru priorities.
  • Outstanding written and verbal communication skills.
  • Demonstrated ability to use creativity and good judgment as a project manager.
  • Problem-solving orientation and ability to manage dynamic workflows and priorities.
  • Advanced facilitation skills for both in-person and virtual events and meetings.
  • Demonstrated ability to advance equity and inclusion in leading the work of teams.
  • Knowledge of USAID programming, approaches, and policy, including good practices for MEL.

ADDITIONAL REQUIREMENTS

  • Legally authorized to work in Peru with no restrictions.
  • Criminal background check required.

BASE STATION AND COVID-19 POLICY

The position will be based in Lima, Peru.

Proof of full vaccination against Covid-19 or legally authorized exemption is required for all Environmental Incentives employees working in the United States, regardless of office location or remote work. Selected candidates will be required to provide proof of full vaccination before beginning employment with Environmental Incentives. Full vaccination is defined as 2 weeks after the final dose of the requisite vaccination.

COMPENSATION AND BENEFITS

Compensation will be dependent on and commensurate with years of experience and expertise. In addition to those benefits required by Peru, Environmental Incentives offer private health insurance.
