Job Description

Deloitte Consulting seeks highly qualified Chief of Party (COP) candidates for the anticipated USAID Ukraine New Workforce Development Activity. This five-year activity will support the upskilling and retraining of Ukraine’s labor force to adapt to the demographic and workforce shocks caused by war. The award will help adapt employers and employees to structural changes in the labor market. The position will be based in Kyiv, Ukraine, contingent on award.

The project will be implemented by technical and operational long-term and short-term experts to achieve USAID’s objective.

The COP responsibilities include:

• Provide leadership, strategic and technical direction, and overall program management.
• Serve as primary liaison to USAID, manage relationships with relevant Ukraine government counterparts and entities working on workforce development and education in Ukraine (including professional associations, the private sector, and higher education institutions), and coordinate and collaborate as appropriate with other relevant donor programs.
• Oversee strategic work planning, performance management, strategic communications, and implementation of activities.
• Ensure program’s compliance with all relevant USG, USAID and local laws, regulations, policies and procedures and provide contractual and budgetary oversight.

Qualifications
• Advanced degree in public policy, political science, economics, business, education, or related field.
• At least 10 years of experience successfully implementing donor-funded development activities focused on economic growth, private sector engagement, and/or workforce development.
• At least 5 years of that experience in senior program management role, supervising and managing large, complex, donor programs; experience with USAID-funded programs preferred.
• Prior work experience in Eastern Europe and/or Eurasia strongly preferred.
• Exceptional communication, interpersonal, and relationship management skills with proven experience engaging diverse stakeholders.
• Written and spoken English fluency required.
