Job Description
The QED Group is seeking a Chief of Party candidate with Monitoring and Evaluation background to participate in a USAID proposal for a multiyear Performance Monitoring and Evaluation (PM&E) program for USAID/West Bank and Gaza. The period of performance is tentatively schedule for: a three Base period from Sept 2017 to Sept 2020 and 2 one-year Option Periods.
The program will encompass in a 3-year period the following:
◾ Evaluations services:Final performance, Mid term eval, performance eval, Impact eval., Evaluation planning.
◾ Surveys, analyses, assessments: Youth and gender assessments, baseline surveys, and others.
◾ Performance Management Support Services: Strengthening results measurement, mission PMP/RFN development/ review, review project/activity PM7E plans and DQAs, GeoMIS, data review/analysis.
◾ Capacity building
◾ Learning services
◾ Field monitoring activities
In the areas of: Health, water & infrastructure, economic growth, rule of law/Justice, Humanitarian emergency Assistance, education, energy, governance, conflict mitigation, community development.
RESPONSIBILITIES
- Responsible for coordination all data collection, monitoring, report generation, evaluation and related tasks.
- Responsible for leading the strategic planning for the program, including annual work plans; ensuring close coordination with the COR.
- Responsible for ensuring quality control and for the overall responsiveness of services provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
QUALIFICATIONS
This position requires overseas development experience and leading organizations, in both management and technical capacities, with a proven track record of programmatic
accomplishment, professional achievement, management competence.
- Master’s degree in international development, business, economics, evaluation/measurement or a related field, with at least ten (10) years of demonstrated relevant project management experience in developing countries OR at a minimum, a Bachelor’s degree in a related field with at least fifteen (15) years of demonstrated relevant professional experience.
- Academic coursework or concentration in International Development, program evaluation, measurement or program analysis is desirable.
- Exceptional interpersonal and oral communications and presentation skills;
- Demonstrated experience in managing activity teams that have diverse backgrounds and skills;
- Demonstrated ability to assemble, quickly and effectively, and to manage a highly skilled, interdisciplinary team; to interact with and lead a broad range of governmental and non‐governmental actors and institutions across sectors; and to implement detailed, organized, timely, accurate M&E programs.
- Full Professional Proficiency in spoken and written English is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs. Modern Standard Arabic ability is desirable but not required.
- Must be a team player, great listener, flexible and adaptable to quick changes and unplanned situations, a great problem solver.
- Superior interpersonal and communication skills, cross-cultural, organizational, administrative and time-management skills with excellent attention to detail.
- Familiarity with the West Bank and Gaza (culture, society and development context) is highly preferred.
