Job Description:

ICF International is seeking a Chief of Party (COP) for upcoming USAID-funded monitoring and evaluation (M&E) activities in Zambia in the health sector that will provide the sector team with support in monitoring systems, evaluations (performance and impact) and baseline studies. It will additionally support knowledge management and learning activities. The COP shall be responsible for overall management of the activities. The COP shall work closely with USAID/ Zambia Program Office, M&E team, and development objective teams and with USAID implementing partners.

Responsibilities:

  • Be the primary liaison with the USAID project contracting officer and his or her representatives, responding to client needs within the limits of the agreement.
  • Lead and manage the project team – providing the vision, coordination, resource management, and supervision required to accomplish project objectives and to deliver superior quality products.
  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.

Qualifications:

  • Master’s degree (or higher) in a sector relevant to monitoring and evaluation of USAID/Mozambique activities (e.g., economics, public policy, international relations, statistics, political science, health, education, agriculture).
  • At least 10 years of experience working in project management in developing countries, preferably including experience in the region.
  • Management experience in organizational capacity development, knowledge management, and management of group dynamics and high-performing teams.
  • Expertise in one of the following areas:
    • Performance monitoring
    • Evaluation
    • Training and technical assistance at the country level
    • Knowledge management and collaborative learning methods.

Professional Skills:

  • A proven record of excellent management, leadership, decision-making, and interpersonal skills, including being an articulate speaker and sympathetic listener.
  • Demonstrated ability: to assemble, quickly and effectively, and to manage a highly skilled, interdisciplinary team; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to design and implement detailed, organized, timely, accurate monitoring and evaluation programs.
  • Demonstrated excellent writing and presentation ability, as well as experience in successfully leading an intercultural team in a development context.
  • Excellent analytical skills.
  • Fluency in English.
