Infectious Disease Detection and Surveillance Chief of Party

Job Description:

Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project focused on strengthening laboratory diagnostic networks and surveillance systems, with a cross-cutting third objective focused on evidence and innovation. ICF is seeking a Chief-of-Party (COP) to be responsible for overall management of activities in Cameroon and coordinate with other project team members who lead specific activities. The COP will work closely with USAID/Cameroon, provide leadership, and represent the project in country. Position reports to the IDDS Director based in Rockville, MD, or his delegate.

Responsibilities:

  • Represent IDDS in Cameroon to the USAID mission (Global Health Security Advisor), the Government of Cameroon, and other stakeholders
  • Lead and manage the project team in Cameroon – providing the vision, coordination, resource management, and supervision of technical and administrative staff required to accomplish workplan activities and meet project objectives.
  • Ensure quality control and overall responsiveness of the technical team, including necessary adjustments to operations to fit the requirements of USAID.
  • Work closely with USAID and with the IDDS US-based team to define and adjust annual work plans
  • Work closely with Global Health Security Agenda partners and stakeholders to ensure coordinated approach.

Basic Qualifications:

  • Master degree in public health or related fields
  • Minimum 10 years experience managing health programs;
  • Familiarity with USAID operations
  • Expertise in infectious diseases, laboratory diagnostics, or disease surveillance
  • Analytical skills able to use data for decision making
  • Strong writing skills
  • Fluency in written and spoken English
  • Experience working in Sub-Saharan Africa
  • Willingness to travel within Cameroon

Preferred Qualifications:

  • Cameroon nationality
  • Experience residing and working in Cameroon
  • Experience in the Global Health Security Agenda

Professional Skills:

  • Project management
  • Facilitation and stakeholder engagement
