Job Description

Summary

This position is located in the Office of Strategic Information, Research and Planning (OSIRP), within Office of the Director, Peace Corps headquarters, Washington DC. OSIRP strengthens agency performance and advances evidence-based management, data governance, and accountability through strategic, analytical, and operational support to the Director, senior leadership, and partner offices.

Duties

The Chief Strategy and Innovation Officer is responsible for guiding Agency data governance and strategic planning process in alignment with organizational mandates, objectives, and priorities to improve program and policy effectiveness; and development of indicators to capture agency-wide program results and provide executive leadership in driving data based strategic changes and programmatic innovations.

Major Duties:

  • Provides executive leadership and guides agency-wide strategic planning process.
  • Provides oversight in developing, compiling, reviewing and revising Agency strategic plans, including development of outcome-oriented indicators to capture program results.
  • Strategically aligns evaluation projects with organizational mandate, objectives, and priorities related to improving program and policy effectiveness.
  • Provides strategic direction and oversight to data governance, analysis, and evaluation to establish effectiveness of programs or operations in meeting established goals and objectives.
  • Plans, approves, and oversees the execution of the annual budget for the Office.
  • Provides strategic oversight to OSIRP human and financial resources that guide the budget planning process.
  • Provides leadership, guidance, and a creative, results-oriented work environment for the staff in the Office of Strategic Information, Research, and Planning. Directs the agency’s performance reporting efforts, including strategic oversight to data and content production for the Performance and Accountability Report (PAR) and Program Assessment Rating Tool (PART).
  • Provides authoritative guidance to Peace Corps managers in developing applicable program metrics that align with Peace Corps values, cultures, and strategies.
  • Responsible for the direction and management of large-scale agency programs and operations to efficiently achieve specified goals and objectives.
  • Evaluates current and proposed programs and operations and recommends actions to initiate or modify programs and operations as needed.
  • Ensures technology, data collection, and analysis is meeting the needs of the Director to make informed decisions.
  • Policy Development Develops, conceives, plans, and implements policies and guidelines affecting broad, emerging, and/or critical agency programs.
  • Exercises final authority for the full-range of personnel actions and organizational proposals recommended by subordinate supervisors, although it is possible formal clearance may be required by the Director for specific types of actions and proposals.
  • Serves as the primary agency advisor on various programs and events. Counsels senior management staff and officials at multiple levels of PC; senior staff of other Federal government agencies, private sector clients, and vendors on agency matters. Advises on appropriate methods and techniques to use in order to achieve program goals and objectives. Serves on inter-agency, national, and/or international special work groups, task forces, or expert panels on special projects or studies critical to the resolution of far-reaching operating issues and problems.

Qualifications

(1) Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (FP-1 or GS-15) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position is defined as experience providing leadership and direction in the development of sound business management strategies and the execution of exceptional business management practices in alignment with organizational mandates, objectives, and priorities to improve program and policy effectiveness; and development of indicators to capture agency-wide program results and provide executive leadership in driving data based strategic changes and programmatic innovations.

(2) Mandatory Executive Core Qualification (ECQ): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an ‘ineligible’ rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.

Please Note: Current career ES members, former career ES members with reinstatement eligibility, and ES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former ES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(3) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins.

Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ 1 - Demonstrated experience advising Senior Leadership in the following areas and applying knowledge of management/leadership principles, practices, methods, and techniques to solve broad, complex problems, administer public programs, lead change, and develop innovative solutions for issues in a variety of management programs to include but not limited to human capital management, information technology, budget and financial management, contracts, management analysis, and space planning.

TQ 2 - Experience in strategic planning for human capital resources to include directing and developing a subordinate diverse staff, designing human resource strategies to meet the organization’s mission, strategic vision, and goals, and to achieve maximum potential of employees in a fair manner.

TQ 3 - Senior-level experience which demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade (TIG) Requirements:

Current or Formal Federal employees, including current Peace Corps employees, must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the FP-09 (GS-05) grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position to which you are applying.

All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), “Notice of Personnel Action” that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

Education Additional information
