Job Description

1. Consultancy Overview and Objective

The objective of this consultancy is to provide technical support to ChildFund International Country Offices (COs) over a period of 15 weeks. The consultant will be joining the efforts of the Program Delivery Support Team, providing technical assistance on Child Protection and Mental Health and Psychosocial Support (MHPSS) to 20 COs. The consultant will review technical documents, support with material and tool development for ongoing programing, contribute to Business Development opportunities related to Child Protection, and provide remote training support to COs as needed.

2. Timeline: 15 weeks (Approx. August 15th – November 19th, 2021) minimum of 20 hours/maximum 40 hours per weeks. Start date might change.

3. Deliverables

This consultancy is in support of two active grants, the implementation of a virtual Mental Health and Psychosocial Support (MHPSS) program, a ChildFund International Global Task Force, and business development.

3.1. Active grants:

· Hilton Project- Engage in end of project activities with teams in Zambia and Kenya Country Offices, Grants Manager and Senior Advisor for Early Childhood in support of Hilton funded projects. This includes but is not limited to providing technical guidance for the projects final evaluation activities including a) end line report b) process evaluation, and c) a participatory evaluation. The consultant will lead the finalization of the participation evaluation, supporting country teams and local consultants to finalized final evaluation products (5-10 narrative, short stories of change). The consultant will review all other end of project reports and provide technical feedback to ensure all child protection components are presented in a technically sound manner. Lastly, Consultant will support IO and country office team with any “next steps” in terms of future proposals or project extensions concept development.

· US Dept. of Labor – Engage with correspondence with Head of Project in Philippines Country Office and Grants Manager in support of US Department of Labor funded Child Labor project. This includes but is not limited to providing technical guidance for program implementation, support communication with donor, review of quarterly reports, participation in monthly project meetings with donor and country office team members (currently set for every second Tuesday of the month at 7pm ET)

3.2. Online Safety and Online Sexual Abuse and Exploration (OSEAC) Task Force

· Participate in OSEAC task force within ChildFund through monthly meetings, weekly check-ins with task force co-chairs. Contribute to the development of new guidelines, materials, training, and tracking tools for emerging programming related to Online Safety. Review technical documents, engage in research, and potential training and business development related to OSEAC.

3.3. Mental Health & Psychosocial Support (MHPSS) Programming

· Work in close collaboration with Sr. Technical Advisory team on the finalization of Encircle program materials, including support with the development of monitoring and evaluation tools to track the roll out of programs such as Psychological First Aid in country offices. Support other Sr. Technical Advisory with virtual trainings as needed.

3.4 Community-based Child Protection (CBCP) Programming

· Provide as needed technical support to country office staff on their CBCP work, which includes community mapping and action planning. Review draft documents on CBCP work from the COs. Check-in with each CO on a quarterly basis to track progress towards community mapping and action planning.

3.5 Program Model Development

· Participate in the Program Model Secretariat and work with members to review program model submissions, ensuring all documents and designs capture core child protection elements in line with ChildFund and global standards.

3.6. Representation, Business Development (BD) and general

· Join calls/meetings and provide inputs to documents developed by external working groups of which ChildFund International is part.

· Support BD team with ongoing and upcoming BD opportunities, this might entail participating in/leading proposal design, reviewing and drafting/editing proposal content, etc.

· Join recurring Program Delivery Support Team meetings.

4. Qualifications

Required:

· 8 to 10 years of programming experience across multiple country/regional contexts relevant to Child Protection, Social Services, or relevant field.

· Demonstrated technical competencies in program design, including M&E frameworks, implementation, and evaluation.

· Demonstrated experience working with children experiencing deprivation, exclusion and vulnerability and their families.

· Proven ability in participatory training and capacity building for program design, delivery, and assessment.

· Demonstrated experience with proposal development.

· Proven ability to provide (virtual) technical assistance, guidance and coaching to implementing staff and partners.

· Demonstrated representation and networking experience with multilateral agencies, foundations, and other institutions focused on child development and

· protection programming.

· Organized, detail oriented, team player, self­starter and results oriented individual.

· Ability to coordinate multiple projects simultaneously, work well under pressure and meet deadlines.

· Excellent presentation, public speaking, and interpersonal skills.

· Strong computer skills, with familiarity in using Microsoft Office suite applications (particularly Word and PowerPoint).

Preferred:

· Fluency in Spanish or French

· Proven experience with USG donor agencies and grant making processes (e.g. USAID).

· Demonstrated knowledge of and experience with operational research and program evaluation methodologies, including quantitative and qualitative methods.
