The Conservatoire du littoral , a public administrative establishment of the State, acquires, restores and develops coastal and lakeshore areas with a view to protecting them from urbanization, protecting the landscapes they constitute and their ecological and heritage wealth, while making them accessible to the public.
Created in 1975, the Conservatory now protects more than 213,000 hectares of coastal land. Its objective for 2050, known as the “natural third,” is to protect 320,000 hectares. The Conservatory’s land is managed by local authorities or associations.
To carry out its missions, the Conservatoire currently employs 180 agents, seconded or contract civil servants, at the headquarters in Rochefort and in the ten “shoreline delegations” spread along the coast (in mainland France and overseas). These delegations are responsible, in accordance with national guidelines, for negotiating the acquisition of land, ensuring project management of works on these lands, entrusting and monitoring their management.
The services of the national headquarters of the Conservatoire du littoral include around sixty agents. They bring together the management of the establishment (located in Paris and Rochefort), the general secretariat, the land action and information systems department, and the asset management department.
Job Context
The overseas delegation is based in Paris and coordinates the work of six permanent branches located in the overseas regions: Guadeloupe, Martinique, Saint Martin, French Guiana, Réunion, and Mayotte. It is made up of around twenty agents spread across the branches and three agents in Paris.
The delegation implements, under the authority of the director of the establishment, the policy for the preservation of overseas shores which is proposed by the shore councils and then validated by the board of directors.
The Martinique branch, currently made up of 3 agents, including 2 permanent staff, implements, under the authority of the delegate, the actions of the Conservatory.
In Martinique, the Conservatoire du Littoral has significantly expanded its activities over the past 25 years and has become a major player in the protection and enhancement of the island’s natural spaces. It currently protects 20 sites, representing approximately 4,030 hectares of natural spaces. These sites present a very wide diversity of landscapes and ecological and landscape issues (mangroves, coastal forests, islets, etc.).
The management of the Conservatory sites is entrusted to local authorities (Communauté D’Agglomération de l’Espace Sud Martinique, communes of Robert and Prêcheur), to the Martinique Regional Natural Park, to the ONF and to associations (Karisko).
The developments carried out by the Conservatory aim to conserve, restore and share natural heritage (mangroves, dry and humid forests, birdlife, etc.) and cultural heritage (old colonial dwellings, military remains, etc.). They are designed with respect for the character of each site, in line with management and maintenance capacities, and with a concern for reversibility.
In accordance with its intervention strategy for 2050, the Conservatory wishes to strengthen its action in Martinique by acquiring or allocating new sites and putting them into operational management.
