Project Description:

IFES will assist the IEBC to target women, youth and persons with disabilities through more effective outreach efforts that promotes their enfranchisement. IFES will assess voter education efforts targeting these groups and recommend strategies to strengthen the operational aspects of the voter registration process and facilitating access to these three pivotal segments of the electorate.

Job Responsibilities:

The Independent Contractor will be technically responsible to the Chief of Party or his designated field staff, for fulfilling the obligations established by the following terms of reference of this contract.

The primary objectives for this IFES project is to build capacity of the Commission in delivering its constitutional and statutory mandate. The IFES project is therefore based on close consultation and ownership by the Commission. The Consultant is required to understand key principles and organizational culture of the Commission. The consultant will be available for up to 70 days to provide support to IEBC in undertaking tasks under this consultancy which will be accomplished through a combination of remote and in-country work.

The Independent Contractor will undertake a two-phase consultancy as outlined below:

Phase 1: Evaluation of IEBC’s Outreach Strategy

• Assess the types of civic education and voter information used by IEBC to inform these target groups, particularly in regards to voter registration;
• Conduct desk study as well as in-depth interviews with EMB officials, civil society and other electoral stakeholders to understand the shortcomings in civic and voters education that don’t address the needs of these specific target groups;
• Provide support to IEBC’s Voter Education department on formulating and implementing of voter/civic education, public information strategies and plan;
• Identify mapping of potential areas where IEBC should pilot targeted voter education and voter registration drives to address underrepresentation.

Phase 2: Development of Civic/Voter Education Messaging
• Contribute to the creation of materials and tools to increase the level of knowledge and awareness of target voters;
• Design of an implementation plan for delivery of voter education messaging to include identification of key partners at local levels, suitable media platforms and channels for distribution of information and materials;
• Development of a training module for IEBC field staff on new outreach strategy;
• Development of a monitoring mechanism to track progress in reaching target groups;

Under this contract, the consultant will work in close consultation with the IFES Chief of Party, the Directorate of Voter Education & Partnerships, and the Directorate of Voter Registration & Operations.

The consultant will be available to report to the Chairman of IEBC, the CEO and to the full commission upon request.

Specific Deliverables

Phase 1: Evaluation of IEBC’s Outreach Strategy-Evaluation Report

Phase 2: Development of Civic/Voter Education Messaging
• Samples of all messaging developed (in all media platforms)
• Draft Implementation Plan
• Draft Training Module
• Final Report to include proposed monitoring mechanism

Qualifications:

• Bachelor’s degree required; Master’s degree in a related field highly preferred
• 10+ years’ experience with election commissions around the world
• Proven track record with elections or civic education in developing countries
• Familiarity with the international donor community
• Familiarity with political, economic, and social issues in Kenya and/or East Africa
• Demonstrated ability to quickly build and consolidate relationships;
• Strong leadership, problem solving, coordination, and consensus building skills is a must;
• Strong oral and written communication skills;
• Competency with Microsoft Office: Word, Excel, PowerPoint, and Outlook.
