Job Description

Cloudburst is currently seeking an expert in civil society programming for an expected program evaluation in Zimbabwe.

This is a part-time consultancy

Illustrative Duties/Tasks and Responsibilities:

  • Be part of an evaluation team in conducting a rigorous mixed-methods research design in the Zimbabwean context. The research may include a thorough desk review and both quantitative and qualitative data collection and analysis.
  • In coordination with other members of the evaluation team, provide subject matter expertise to develop research design; survey, interview, and focus group tools; and contextualizing analysis.
  • Participate in evaluation fieldwork in Zimbabwe, including conducting interviews and focus groups, as required.
  • Participate in in-brief and out-brief and findings workshop for Mission and Embassy staff.
  • Support drafting of the evaluation report, responding to USAID’s questions and criteria, with an emphasis on evidence-based, actionable, and operational recommendations that can assist with strategic decision-making and programmatic decisions.
  • Participate in presenting findings to USAID and other USG officials.

Minimum Required Knowledge, Skills, and Abilities:

  • At least 7 years of extensive analytical experience evaluating civil society programming.
  • Extensive experience in the civil society sector.
  • Master’s degree in a related field.
  • Familiarity with USAID’s objectives, approaches, and operations.
  • Prior experience with evaluations and assessments for USAID strongly preferred.
  • Deep familiarity with Zimbabwean contexts.
  • Superior writing, communication, and analytical skills.
  • English fluency required.
  • Zimbabwean nationals preferred.
