Job Description
ACDI/VOCA is seeking a Climate Change and Adaptation Specialist for an anticipated economic development program in the Eastern and Southern Caribbean funded by USAID.
The Climate Change and Adaptation Specialist will support the development of climate change strategy, action planning, and modeling of science-based targets. The program is anticipated to start in 2023. This position could be based in Barbados or other countries within the geographic focus.
Responsibilities
- Evaluate climate change risks and opportunities and climate and energy policy; conduct policy and technical analyses
- Lead climate, water, and supply chain advisory and reporting projects.
- Develop comprehensive yet flexible plans for preparation and utilization of effective platforms for climate change awareness information targeting Activity government, community, and CSO partners to foster scientific-driven information collection, decision making, and analysis
- Ensure project activities are environmentally sound by assessing possible environmental and climate change impacts; prepare an environmental assessment and review framework and Initial Environmental Examinations of priority project activities
- Lead team of experts in qualitative and quantitative design of sector-based and country-wide vulnerability assessment methodologies
- Implement a Continual Improvement Process to identify lessons learned and integrate best practices into future vulnerability assessments
- Provide robust analysis of cost-cutting opportunities in vulnerability assessments and make recommendations to the Chief of Party
- Advise donor and foreign government officials on vulnerability assessment methodologies and adaptation options
- Ensure activities are environmentally sound by assessing possible environmental and climate change impacts; prepare environmental assessments; review framework and Initial Environmental Examinations of priority project activities; and propose environmental mitigation measures.
Qualifications
- Bachelor’s degree in environmental management, agriculture, physical sciences, climate change or related field; a master’s degree is desired.
- Minimum 5 years of work experience with climate variability and change and agriculture.
- Proven ability to work with smallholder farmers on improved agriculture techniques and practices.
- Demonstrated ability to provide technical assistance and advisory services to a range of financial service providers.
- Knowledge of and experience with USAID and/or other international Donor program’s rules and regulations is required.
- Experience working in Eastern and Southern Caribbean preferred.
- Fluency in English required.
