Advanced Engineering Associates International, Inc. (AEAI) is seeking a senior-level Coal-Fired Power Plant Technology Expert for a minimum period of one year, starting August 2013, based in Islamabad, Pakistan. The Expert will provide technical support and advice to the Government of Pakistan (GOP)’s National Electric Power Regulatory Authority (NEPRA) on coal-fired power generation. The Expert should be very familiar with all aspects of technologies for coal utilization for power generation (coal and ash handling systems, combustion systems, sub and supercritical pressure boilers, and pollution control systems). The Expert should have experience with technologies for using coals that have similar characteristics to those indigenous to Pakistan, typically lignite. In addition, the expert should be knowledgeable about the economics of coal for power generation.
Scope of WorkBased in NEPRA’s offices, the Expert will provide technical advisory services, to assist NEPRA in establishing tariffs for coal-fired power generation projects in Pakistan. Specific responsibilities will include, but are not necessarily limited, to the following:
Advisory Support on Coal Utilization Issues: Provide advice to NEPRA on coal utilization with respect to their responsibilities that include monitoring, licensing, approval of feasibility studies, verifying coal costs and determining tariffs for coal-based power generation.

The Expert will be expected to prepare and/or contribute to briefs, issue and position papers, presentations, training materials, terms of reference, and reports, as directed by the EPP Chief of Party (COP) or the COP’s designee, and/or GOP officials. These documents are intended for use by senior level government officials of USG/USAID and the GOP, and senior executives of various Public Sector Entities to facilitate their respective decision-making.
