Job Description

Advanced Engineering Associates International, Inc. (AEAI) is seeking a senior-level Coal-Fired Power Plant Technology Expert for a minimum period of one year, starting August 2013, based in Islamabad, Pakistan. The Expert will provide technical support and advice to the Government of Pakistan (GOP)’s National Electric Power Regulatory Authority (NEPRA) on coal-fired power generation. The Expert should be very familiar with all aspects of technologies for coal utilization for power generation (coal and ash handling systems, combustion systems, sub and supercritical pressure boilers, and pollution control systems). The Expert should have experience with technologies for using coals that have similar characteristics to those indigenous to Pakistan, typically lignite. In addition, the expert should be knowledgeable about the economics of coal for power generation.

Scope of Work

Based in NEPRA’s offices, the Expert will provide technical advisory services, to assist NEPRA in establishing tariffs for coal-fired power generation projects in Pakistan. Specific responsibilities will include, but are not necessarily limited, to the following:

Advisory Support on Coal Utilization Issues: Provide advice to NEPRA on coal utilization with respect to their responsibilities that include monitoring, licensing, approval of feasibility studies, verifying coal costs and determining tariffs for coal-based power generation.

Technical Assistance to NEPRA: Assist NEPRA to:

  1. Develop standards for coal-fired power plants and enforcement mechanisms relating to coal utilization, taking into consideration associated environmental regulations in Pakistan.
  2. Propose, recruit, build, and train a team of technically qualified professionals which can effectively support in all tariff determination issues related to lignite coals, ranging from long-term contracting for coal, power purchase issues with coal-fired power plants.
  3. Review existing federal and provincial government policies, plans and programs for setting up coal-based power generation plants and identifying technical improvements and implementation mechanisms that can accelerate coal-based power generation in Pakistan.

Capacity Building Support: Assist NEPRA in:

  1. Preparing a plan for building the capacity in NEPRA for carrying out its coal-related duties. The plan may include defining staffing requirements and associated job descriptions.
  2. Developing/delivering in-house short technical courses, on-the-job training programs, and in-house classroom lectures/workshops on emerging coal technologies and coal-fired power plants as part of the capacity building process.
Deliverables

The Expert will be expected to prepare and/or contribute to briefs, issue and position papers, presentations, training materials, terms of reference, and reports, as directed by the EPP Chief of Party (COP) or the COP’s designee, and/or GOP officials. These documents are intended for use by senior level government officials of USG/USAID and the GOP, and senior executives of various Public Sector Entities to facilitate their respective decision-making.

Qualifications
  1. Reputable coal technologist with a minimum of 10 years’ experience with coal-fired power generation, and/or regulation of coal generation.
  2. Minimum of Bachelor’s Degree in relevant subject: Power Engineering, Fuel and Energy, Mechanical Engineering, or similar required; an advanced degree is preferred.
  3. Knowledge of and/or experience in design, construction, operations of coal-fired supercritical boilers, associated steam turbines and generators, and power plant auxiliaries such as mills and air-preheaters, as well as proprietary environmental control systems is preferred.
  4. Experience as an international development advisor is preferred.
  5. Effective written and verbal communication skills.
