Cold Storage Design Engineer

The Cold Storage Design Engineer will report to the Director of Agriculture Infrastructure Directorate. The Advisor will coordinate all activities of the CTAP capacity development with the MAIL Agriculture Infrastructure Directorate team. This will ensure that all capacity development support provided through the CTAP technical advisor at all levels is in alignment with Agriculture Infrastructure Directorate objectives.

2.1 Nature and Scope:

The candidate under the supervision of the Director for Agriculture Infrastructure will support the design and implementation of the MAIL’s cold storage projects. The successful candidate will be expected to work through and with his/her Afghan national counterparts, and to progressively transfer knowledge, skills and relevant technical expertise to them.

2.2 Duties and Responsibilities:

The Cold Storage Design Engineerwill carry out the following specific duties as listed below:

  • Design cold storages as a whole and in its small portions such as pre-cooling units, sorting, packaging, power supply and other related technical systems along with its sale market.
  • Assess the efficiency and effectiveness of cold storage designs and come up with a sound and realistic comments/advice in order to differentiate good designs in the aspects of good quality and sustainability of the establishments, machinery etc., low power consumption and easy operation and management.
  • Write a report summarizing assessment findings and recommendations for new cold storage facility designs.
  • Review and study the design and O/M of the cold storage facility.
  • Assist local engineers/project staff in developing designs for improved product flows and reduce postharvest bottlenecks within existing cold storage facilities.
  • Assist the development of a mechanism to appropriately supervise and monitor the physical construction works.
  • Study and develop operation situations to optimize all processes of the cold storage facilities.
  • Support chief operator in management and operation of the cold storage facility
  • Propose new appropriate cost-efficient equipment necessary to effectively/efficiently run a cold storage facility
  • Provide advice to existing cold storage operators to improve the facilities in terms of processing flow and equipment sourcing options
  • Support operation shift to deal with problems or breakdowns in case of emergency
  • Support risk assessment for operation and maintenance activities
  • Provide solutions to prevent all risk and unsafe conditions of operation and maintenance at cold storage facilities
  • Provide assistance in accident/incident rescue and investigation when required
  • Participate the technical meetings, incident/accident/loss product surveys and other meetings when required
  • Provide training for related MAIL staffs in the field of operation and maintenance of the cold storages, computerized inventory management, packing/weighing/labeling, risk management such as fire etc., maintaining of required temperature in the compartments and maintaining the power backup to run the entire facility smoothly
  • Train chief operator on how to monitor and ensure smooth and safe operation and maintenance activities of the facilities.
  • Train engineers and workers on how to solve problems and defects that occur in the operation of cold storage facilities.
  • Train engineers and workers on how to operate all main equipment of the cold storage facilities such as pumps, blowers, compressors, heaters and low-pressure flare etc.
  • Provide on-the-job training on operating procedures, troubleshooting of main equipment and all processes of loading, unloading, storage-stabilizing of MAIL’s engineers and workers

2.3 Deliverables

  • MAIL’s Cold storage projects designed and implemented
  • Projectdesign and implementation procedures and standards developed and put in place
  • Guidelines and manual developed on operation and maintenance of cold storage facilities
  • Local Engineers and project staff are fully trained in the design, maintenance and operation of cold storage facilities
  • Mechanism for risk assessment management, accident/incident, rescue and investigation and safety measures put in place.

2.4 Skills, Experience and Qualification

The successful candidate must have the following skills, experience and qualifications:

  • University degree, in Electrical/Mechanical Engineering, O/M and/or project implementation
  • Prefer a Master’s degree or above in in Electrical/Mechanical Engineering.
  • Minimum of 8 years experience in cold storage design and implementation.
  • Knowledge and experiences in operation and maintenance of cold storage equipment and machinery
  • Demonstrated history of providing training, coaching and mentoring to civil servants
  • Able to produce high quality reports and other documents in English.
  • Fluency in Dari and Pashto a plus.
  • Previous experience of working in under-developed andpost-conflict countries is desirable.

Agriculture Infrastructure Directorate is involved in variety of infrastructure work providing for different stakeholders. This directorate delivers its services in designing, estimating, building, implementing various hard projects and infrastructure for the agriculture sector such as cold storages for fruits and other agriculture products.
