This Proposal Opportunity:

Palladium is looking for a qualified, experienced, and innovative CLA specialist for the upcoming USAID/ Georgia Data-Driven Collaborating and Adapting Activity. This Activity will provide support USAID in generating and using evidence for decision making on programming. The CLA Specialist will lead the CLA workstream and work with both USAID/Georgia and local implementing partners to use generated evidence to collaborate, learn and adapt their programming to achieve their goals. The COP will have an ultimate, leading role in the overall quality of work in core technical areas of the program, such assessments, evaluations, data synthesis, and CLA. The CLA Specialist will have proven experience in using and communicating evidence for decision making and, ideally, for informing long term strategy, and will have worked on learning and adaptation issues. They will possess outstanding facilitation, communication, and M&E skills.

Reporting and Supervision:

The CLA Specialist will report to the Chief of Party (COP) of the program.

Primary Duties and Responsibilities:

  • Support USAID/Georgia in the development of the new Country Development and Cooperation Strategy (CDCS) via facilitation of strategy sessions with both USAID/Georgia and USAID/Washington. Will also oversee the development of any primary or secondary analysis needed to compile evidence needed to inform the five-year strategy.
  • Support USAID Missions portfolio review process and subsequent PPR reporting by overseeing the compilation of analysis and summary of Mission performance data and facilitating review sessions where the evidence is reviewed and impacts to programming discussed.
  • Support the development and roll out of the of Mission’s learning agenda, including creating a list of learning activities (including events) for the year.
  • Facilitate and manage logistics for learning events such as pause and reflect sessions, implementing partner meetings and learning workshops.
  • Support the delivery of CLA capacity building and training activities for Mission staff, IPs, and other Mission stakeholders, including the development of curriculum and materials and facilitation of activities.
  • Deliver training on monitoring, evaluation and learning topics to USAID’s Implementing Partners.
  • Provide support in managing Mission-commissioned events, including general facilitation and logistical support.

Key Competencies Required:

  • A bachelor’s degree in a relevant field. A master’s degree is preferred
  • At least 7 years of experience in experience in designing, managing, and analyzing the results of development projects.
  • At least 4 years of experience in monitoring and evaluation, with expertise in theory of change, results frameworks, and the creation and execution of monitoring and evaluation plans.
  • Demonstrated experience in learning and knowledge management, particularly in providing evidence-based recommendations. Familiarity with the USAID CLA framework is desirable.
  • Strong facilitation skills, with experience in designing and delivering workshops, training, and other events.
  • Full professional written and spoken proficiency in English.
