Job Title: Collaboration, Learning and Adapting (CLA) Advisor

IBTCI seeks candidates for a Collaboration, Learning and Adapting (CLA) Advisor for the Data, Evaluation, Learning and Technical Assistance (DELTA) Activity. The DELTA CLA Advisor will promote coordination, collaboration, continuous learning, and adaptive management across all Mission development objectives, projects, and implementing partner (IP) activities through support to mission teams to allow for agility and adaptability in the dynamic development context in Liberia. The CLA Advisor will work with the DCOP and monitoring and evaluation (M&E) specialists to: produce data-driven analyses and products to inform activity design and implementation; maintain a performance management system; support data calls and reporting requirements that demand rapid assimilation and synthesis of various data points; and design disseminations and learning events to facilitate collaboration, learning, and adaptation. This position is contingent upon award.
Essential Duties/Tasks and Responsibilities:
· Collaboratively develop, refine, and implement a robust learning agenda/framework for continuous learning, collaborating, and adapting for USAID technical teams and mission staff, IPs, host country government counterparts, and other stakeholders
· Introduce tools for realizing a learning and adaptation strategy to mission teams, IPs, government counterparts, and other stakeholders, with a focus on promoting knowledge acquisition, management, documentation, and dissemination for learning and evidence-based design and implementation
· Build capacity of mission staff, IPs, government counterparts, and other stakeholders in CLA methods, knowledge management, actionable learning, and adaptive management approaches
· Facilitate collaborative planning sessions to finalize learning activities that address learning questions of relevance to key stakeholders
· Organize assessment and review activities with mission teams, IPs, government counterparts, and other stakeholders
· Coordinate knowledge capture, sharing, and strategic learning to encourage the speed and scale of innovation across the mission’s programming
· Synthesize findings from evaluations, assessments, special studies, and other sources for use in USAID portfolio reviews, project and activity designs, communications, stakeholder coordination, and reporting. Oversee the compilation and dissemination of information from both quantitative and qualitative data on successful and promising approaches, lessons learned and other programmatic results to mission teams and local, national and regional-level intergovernmental bodies, donors, IPs, and other stakeholders
· Promote forums to facilitate collaboration, learning and adaptation
· Other duties as assigned
· At least 8 years’ experience in knowledge management, organizational learning and/or strategic learning, preferably in an international development and LMIC context
· Experience with innovative learning practices, including Internal Change Management for CLA, evaluative thinking and adaptive management
· Strong conceptual knowledge of theories of change, logic models, M&E and Learning Plans, data quality assurance, data utilization, and gender integration
· Prior experience with USAID activities, including strong conceptual knowledge of M&E and Learning (MEL) and how that ties into USAID’s CLA framework
· Ability to prioritize tasks in a fast-paced and changing environment
· Demonstrated skill and experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making, agreed upon action items/priorities, and strong outcomes
· Demonstrated ability to transfer knowledge to diverse audiences (capacity strengthening) through training, mentoring, and other formal and non-formal methods, using adult learning methodologies
· Strong oral and written communication skills, excellent interpersonal, analytical, and training skills
· Detail-oriented and excellent time management skills with the ability to meet deadlines and deliver required results in a timely and quality manner
· Flexibility to work both in a team and independently
· Proficiency in Microsoft Office suite, including Word, Excel and Powerpoint required
· Oral and written fluency in English
Preferred Knowledge, Skills and Abilities:
· Strong background in monitoring, data capture, evaluation, and analysis of development programs, preferably initiatives funded by USAID
· Expertise in working with a variety of stakeholders, including host country government personnel, NGO partners, international donor agencies and other stakeholders
· Demonstrated experience in qualitative data collection, and experienced in using key informant interviews, focus groups, and interactive tools to generate qualitative information and learning from the data
· Strong writing and presentation skills
· Proficiency in using remote platforms (e.g., Zoom, Adobe Connect, Google Teams, Google Meet) for information sharing, workshops, and/or learning events
· Liberia work experience a plus
Education: Bachelor’s Degree in organizational learning, knowledge management, or other related area of expertise, Master’s degree preferred.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: Domestic and International travel may be required and may include travel to fragile and/or conflict-prone zones.
