Overview:

IBTCI is seeking CCMD Coordinator(s) to provide ongoing programs support services to the Defense Security Cooperation Agency’s (DSCA) Assessment, Monitoring, and Evaluation (AM&E) program, which in turn will enable the Government to document key elements critical to furthering organizational learning. The work to be included under this program will be performed at various Government Continental United States (CONUS) and Outside Continental United States (OCONUS) locations, including The National Capital Region (defined as Washington D.C., Honolulu, Miami, Tampa, and Tampa Bay), as well as countries that are a part of AFRICOM, CENTCOM, EUCOM, INDOPACOM, NORTHCOM, and SOUTHCOM. The CCMD Coordinator will be based at one of the headquarters of AFRICOM; CENTCOM; EUCOM; INDOPACOM; NORTHCOM; or SOUTHCOM. Top Secret Clearance is preferred. This position is contingent upon award.


Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Support program/project manager(s) in the development and tracking of project work plans, deliverables, and task assignment;
  • Plan and manage team goals, project schedules and new information;
  • Supervise current projects and coordinate all team members to keep workflow on track;
  • Manage project-related paperwork by ensuring all necessary materials are current, properly filed and stored;
  • Evaluate potential problems and technical hitches and develop solutions;
  • Participate in project design meetings and propose improvements if necessary;
  • Direct project correspondences by preparing and reviewing project proposals, memos, meeting minutes and emails;
  • Communicate with clients to identify and define project requirements, scope and objectives;
  • Adhere to budget by monitoring expenses and implementing cost-saving measures; and
  • Other duties as assigned.


Qualifications

Minimum Requirements:

  • Bachelor’s degree;
  • 5 or more years of experience as a military officer or civilian in the security sector for a department, agency or bureau of the U.S. government, to include experience and knowledge of defense policy and operations;
  • 5 years of experience developing assessment and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods;
  • 10 or more years of executive-level management experience, leading multi-disciplined teams of analysts, and other personnel;
  • Top Secret clearance

Education: Bachelor’s degree; Master’s preferred

Preferred Knowledge, Skills and Abilities:

  • 5 years of experience and knowledge of public policy and operations;
  • CCMD Coordinators must already be covered under Article 72 of the Supplementary Agreement to the NATO status of forces agreement upon contract award. (Pertains to work at the headquarters for USEUCOM and USAFRICOM)
  • A Master’s degree (or higher) and formal training or education in the field of assessment, monitoring, and evaluation;
  • 10 years of experience developing assessment and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods;
  • 5 years of experience producing written reports and developing platforms to present monitoring data such as dashboards or other updateable graphic presentations of data, and conducting, analyzing, presenting and incorporating program and activity evaluations.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the United States and hold a Security Clearance.
