Job Description
DAI Global, LLC seeks consultants with the following skills and areas of expertise for prospective Combatting Wildlife Trafficking (CWT) projects/proposals:
Project Management:
Chief of Party and Deputy Chief of Party candidates with at least 10 years of technical and project management experience. Candidates should have demonstrated exceptional ability to:
- Provide relevant technical guidance as well as administrative and financial oversight of USAID projects.
- Ensure timely design, implementation, and evaluations of similar program interventions and deliverables.
- Lead the design and implementation of CWT programs to ensure an effective array of activities to combat wildlife trafficking.
Supply-Side CWT:
Law Enforcement Specialist with demonstrated experience and ability to:
- Detect, investigate, apprehend, detain, arrest, and/or issue citations and file criminal complaints.
- Prosecute violators of environmental laws, rules, and regulations that have been enacted to ensure the protection and sustainable use of wildlife resources.
- Investigate the occurrence of criminal activity, arson, illegal hunting and fishing, disturbance of fish and wildlife, timber theft, hazardous material violations or dumping, vandalism, illegal harvesting of plants and animals.
- Investigate violation of fish and wildlife laws including poaching, illegal hunting of waterfowl, illegal use of aircraft for hunting migratory waterfowl and commercial fishing.
Policy and advocacy specialists with demonstrated experience and ability to:
- Advise on policy reform, and improve and operationalize legislative instruments used to combat wildlife trafficking.
- Cultivate multi-institutional partnership and engagement to strengthen policy systems.
- Engage in multi-stakeholder consultations and planned meetings with communities, relevant Ministries, NGOs (including grassroots/community groups), resident and non-resident development agencies.
Demand-Side CWT:
Behavior Change Communications Specialist with demonstrated experience and ability to:
- Lead the design, management and implementation of behavior change communications such as radio dramas, web presence, standard branding and communication tools, etc.
- Foster partnerships with a broad spectrum of partners and stakeholders from the grassroots community level, governmental, inter-governmental institutions and private sector entities such as radio and television stations.
- Play a key role in leading media relationships, developing PR activities, producing external and internal communication materials and writing for internal and programmatic purposes.
- Undertake communication/outreach activities as needed, including event planning and management, publicity, engaging with stakeholders on traditional and social media.
Policy and advocacy specialists with demonstrated experience and ability to:
- Conduct barrier analysis on demand-reduction and advocacy to combat illegal wildlife trade, on designing strategic interventions to enhance demand-reduction and advocacy.
- Identify gaps in institutional mechanism and capacities, particularly in the various enforcement agencies, primarily from a demand reduction and advocacy perspective in dealing with root cause analysis on the lack of awareness and understanding of public and tourists regarding the illegal wildlife trade.
Qualifications:
- Minimum of 8 years of work experience in international development, conservation, or law enforcement as it pertains to wildlife crime
- Master’s degree in natural resources management, conservation, or related field.
- Strong understanding of issues impacting developing countries, particularly around efforts to counter wildlife trafficking, biodiversity conservation, natural resource management, and sustainable development.
- Strong familiarity with policy, social, economic, cultural context.
- Exceptional writing, editing, and communication skills in English in a variety of formats.
- Strong understanding of and access to wildlife networks.
