Duties
Summary

This position is located in the Office of Committee Management (OCM), Division of Extramural Research Activities (DERA), National Heart, Lung, and Blood Institute (NHLBI). This office is the focal point within the Institute for the operational and administrative management of all NHLBI chartered advisory committees, as well as Client Institutes (Client) that participate with the NHLBI Committee Management Service Center.

Responsibilities
  • Serves as a Coordinator for the Federal Advisory Committee Act to Committee Management clients on all rules, regulations, guidelines, policies, procedures, etc. of FACA including issues of promises of confidentiality and withholding of sensitive business or as appropriate collection, retention, dissemination and destruction of records.
  • Provides accurate technical advice for the operation of all advisory committees to members, experts, consultants, executive secretaries/scientific review administrators and other staff.
  • Provides full committee management services and advice to appointed client ICs regarding committee management, as well as filling in for other Service Center staff in their absence.
  • Responsible for the preparation and initial review of charter proposals, proposed member nomination packages, and a variety of required reports, ensuring compliance with required formats, as well as laws, regulations, Presidential and Office of Management and Budget directives and HHS policies.
  • May serve as an alternate SREA Administrator for NHLBI and specific Service Center clients. This program reimburses consultants, hotels, and a travel management center for airfares provided during the initial review process for grant applications and contract proposals.
  • Coordinates necessary administrative procedures to assure compliance with the conflict of interest statutes, regulations, and NIH policy and procedures by assigned Service Center Special Government (SGE) Employee Advisory committee members.
  • Conducts reviews of and evaluates SGE Confidential Financial Interest Reports (OGE 450) and Foreign Activities Questionnaire documentation. Incumbent researches and evaluates conflict of interest/foreign activities issues and under the guidance of the Director, OCM, provides advise on possible resolution or, if necessary, recommendation/justification for divestiture of conflict of interest/foreign activity.
  • Assists in the coordination of meeting preparations and activities for the NHLBI Council, and other meetings.

Qualifications

You qualify at the GS-11 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: coordinating administrative activities for an organization; interpreting the impact of regulations and policies on administrative programs.

OR

Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M, if related.

OR

Combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-12 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assist in coordinating committee management operations in areas such as compliance with laws and regulations, financial management, quality assurance and administrative program management; providing customer support for committee management activities; developing draft recommendations to improve the effectiveness and efficiency of committee operations.


You qualify at the GS-13 level, if you meet the following qualification requirement:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: coordinating committee management operations in areas such as compliance with laws and regulations, financial management, quality assurance and conflict of interest; evaluating the effectiveness or efficiency of committee operations; and preparing responses to controlled and sensitive correspondence.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
