Project Background:

CNFA is currently seeking applications from qualified candidates for the upcoming FY 2024 Madagascar Resilience Food Security Activity (RFSA). RFSAs work to improve and sustain the food and nutrition security of vulnerable populations through multi-year resilience food and nutrition security activities, with a particular focus on the graduation approach as a means of elevating vulnerable and marginalized populations out of extreme poverty. This activity will work at the individual, household, community, and institutional levels to address the underlying causes of food insecurity and malnutrition and strengthen transformative opportunities. RFSAs are intended to strengthen resilience in populations vulnerable to acute, chronic hunger, and malnutrition; recurrent shocks, stresses, and crises; and to reduce the need for ongoing or future emergency food assistance. This program will reduce food insecurity among vulnerable populations and help build resilience in communities facing chronic poverty and recurrent crises through by implementing the five key components of the graduation approach: mentoring and coaching; consumption smoothing support; savings groups for financial inclusion; training; and livelihoods selection and asset transfer.

Position Description:

The Commodities Manager (CM) will be lead the logistical management of Title II commodities, as well as locally and regionally purchase (LRP) commodities. The CM will be responsible for coordinating timely call forwards (orders) of Title II distribution commodities, establishing accurate commodity tracking, monitoring, and loss reporting systems, managing risks (including fraud and corruption), and ensuring accountability throughout the supply chain. The Commodities Manager will also be responsible for verifying that all distribution activities are compliant with US Reg 11 and Reg 216, updating the Bellmon Analysis, and conducting regular market assessments monitor local markets. The CM will regularly work with the Resource Transfer Manager to ensure effective implementation use of both commodities and cash transfers.

Job Requirements

Roles and Responsibilities:

  • Design and establish accurate commodity tracking systems during program implementation to ensure all commodity movements, deliveries, and other activities are appropriately documents in compliance with USG and CNFA policies and procedure.
  • Responsible for managing the calls forward of commodities and their transport in coordination with USAID, USDA, freight forwarders, inland transporters, and other stakeholders to ensure effective delivery and transport of commodities from arrival in port to program warehouses, food distribution points, and end recipients in target communities.
  • Maintain commodity quality and safety, including managing and overseeing the trasport, warehousing, fumigation, and disposal of commodities across the program, as well as related monitoring and reporting.
  • Manage the commodity and warehouse staff
  • Develop work and distribution plans together with technical team members to ensure an adequate supply and availability of commodities for direct distribution to beneficiaries
  • Develop linkages and networks with necessary stakeholders to manage food commodity supply chains.
  • Develop knowledge of the local commercial environment and remain informed of any policy changes which may impact the program, such as changes in commercial tax environment, plans for emergency food distribution, anticipated shifts in tax/duty schedule on imports, etc.
  • Work with the Resource Transfer Manager in designing and developing assessments to continuously monitor local markets.
  • Prepare projections of commodity requirements and the commodity section of annual and/or quarterly reports
  • Work closely with other senior managers to ensure that the Activity consistently employs the values of CNFA, ensures the highest ethical standards, emphasizes the importance of communication and team work, promotes collaboration with other donor-funded projects and activities, adheres to USAID and CNFA technical guidance, and directly contributes to the attainment of the Activity’s contractual deliverables;
  • Must adhere to GOM policy and BHA Do No Harm principles with regards to commodity management.
  • Other duties as assigned on an ad hoc basis by the COP.
  • Key Qualifications:
  • Bachelor’s Degree in a relevant field is required; Master’s Degree in a relevant field is desired;
  • Demonstrated prior experience in commodity-based supply chain management in extremely poor and rural contexts.
  • International donor experience is required, USAID program experience, particularly with the Bureau for Humanitarian Assistance (BHA) compliance, is preferred;
  • Significant experience in designing, implementing, and distributing commodity-based interventions in extremely poor and rural communities.
  • Experience specific to Title II is highly desired.
  • Commitment to gender and youth integration in food security programming is required;
  • Proven and demonstrable leadership skills are required;
  • Familiarity with Government of Madagascar policy and BHA Do No Harm policy.
  • Minimum of 5 years of commodity management experience working in similar international humanitarian and development contexts.
  • Proven experience with youth and women’s livelihood projects in extremely poor and rural settings.
  • Knowledge and experience with USAID and U.S. Government regulations are preferred.
  • Prior long-term development work experience in Madagascar or Southern Africa is strongly preferred;
  • Strong English and French ability are required, understanding of Malagasy is strongly preferred.
