Job Description

Project title: Technical assistance to PASEDE programme

Brief description:

The EU is supporting Public Finance Management (PFM) reforms in Kenya through the Public Accountability and Service Delivery (PASEDE) support programme. The purpose of this service contract is to provide technical assistance and capacity-building support to the Public Finance Management (PFM) Reform Secretariat and stakeholders involved in the implementation of Kenya PFM Reform Strategy (2018-2023).

The general objective of PASEDE programme, of which this contract will be a part, is to promote macro-fiscal stability, service delivery and poverty alleviation in Kenya.

Its specific objectives are (i) improved financial transfers to counties; (ii) enhanced revenue mobilization; (iii) improved business environment; and (iv) better public investment management practices.

Its induced output is the successful implementation of the PFM Reform Strategy (2018-2023) in areas supported by the action.

Its direct outputs are (i) additional fiscal space created by the transfer of funds through fixed and variable tranches, (ii) reduced transaction costs in terms of aid delivery and improved alignment to national policies, (iii) constructive policy dialogue between the EU and the Government of Kenya in the selected area of PFM and transparency as per an agreed monitoring framework; (iv) improved monitoring and reporting of PFM reforms; and (v) advisory services and technical assistance to the stakeholders in charge of implementing PFM reforms.

Commencement date of the project: 1st September 2021

Duration of the assignment: 568 working days over 31 months

Requirements:

The communication specialist will play a crucial role in designing, implementing, and monitoring all activities related to result 2.

Qualifications and skills

  • Masters’ degree in at least one of the following disciplines: Social Sciences, Media, Mass Communication, Public Relations, Journalism, Political Sciences, International Relations, Marketing. In the absence of a masters’ degree, he/she should have at least a Bachelor’s degree in the disciplines above and an additional 2 years of general professional experience;
  • Fluent in English;
  • Knowledge of Swahili is an asset;

General professional experience

  • At least 7 years related professional experience (in the disciplines mentioned under the qualification and skills above)

Specific professional experience

  • At least 5 different experiences managing communication campaigns across multiple audiences;
  • Experience doing communication work through each of the following means: newsletters, blogs, press releases and social media posts;
  • Experience working with Kenyan media for at least 6 months;
  • At least 2 years of experience working with public administrations;
  • Experience in rolling out strategic communication around public policies/reforms/strategies an added advantage;
  • Experience working on PFM communication around public policies/strategies an added advantage;
  • Experience conducting capacity-development activities in communication an added advantage.
