Project Summary:

USAID/North Macedonia Partnership Against Corruption (PAC) Activity intends to partner with the Government of North Macedonia to identify common priorities and co-create and co-invest in activities that strengthen national-level systems to reduce institutional vulnerabilities to corruption, and for the government and other anti-corruption entities to take action to address corruption when it occurs.

Position Summary:

The Communications and Public Awareness Campaign Manager will work together with the activity’s technical staff in supporting partner government institutions to raise their capacity for strategic communication. The Manager will also support in developing and supporting the rollout of awareness-raising campaigns for partner government institutions government anti-corruption initiatives, including the services available through the national e-portal. The Manager will lead the activity’s development and production of information products and publications, and communication and social media strategy.

Responsibilities:

  • Engage with and provide support to partner government institutions to raise their capacity on strategic communications, jointly with relevant technical staff.
  • Support the development and rollout of awareness-raising campaigns around government anti-corruption in alignment with the priorities identified by partner government institutions, including managing contracts with external providers of media campaigns, jointly with the relevant technical staff.
  • Coordinate with other USAID-funded projects to explore the potential for collaboration around communication and awareness-raising activities in the anti-corruption space.
  • Maintain a clear understanding of the mission’s portfolio and structure, as well as mission and Agency communications objectives.
  • Contribute to the professional presentation and execution of communications products and services and contribute to systems to track metrics/indicators that will translate the effectiveness of these efforts, in close coordination with the Monitoring, Evaluation, and Learning Manager.
  • Lead the production of compelling, relevant content that adheres to branding and style guidelines and uses a consistent tone, style, and language to communicate to target audience.
  • Build positive, professional, and productive relationships with USAID and their implementing partners.
  • Create and implement public awareness and media relations strategies to support project priorities.
  • Identify areas for more effective communication and engagement with the public and civil society.
  • Participate in and contribute to presentations at quarterly coordinating, strategy, and performance review meetings that assess MSI efforts during the previous quarter.
  • Contribute to the accountability of the project by tracking/updating content and tasks using project management and filing systems.
  • Contribute to the development of technical team communications strategies and content plans in their area of coverage.
  • Provide daily monitoring and management of platforms to flag any sensitive issues.
  • Contribute to the development of social media messaging and toolkits with draft messages, corresponding links, and appropriate images on a regular basis.
  • Schedule and post social media content optimally as per the content calendar and checking that all edits have been made and approvals secured prior to publishing.
  • Work with management on a daily basis to develop systems and workflows among the team that streamline social content development, approvals, and publishing.
  • Conduct training to support capacity building efforts of journalists professionally reporting on corruption and anti-corruption reform.

Qualifications:

  • Bachelor’s degree in a relevant field is required.
  • Certifications in social media or digital marketing are preferred.
  • Minimum five years of relevant professional experience in strategic communications, journalism, or public relations is required.
  • Experience working with non-governmental organizations, donors and/or agency or mass media is preferred.
  • Experience in conducting / supporting awareness-raising campaigns on topics relevant to the activity is preferred.
  • Experience in building the capacity on strategic communication and conducting awareness-raising campaigns is preferred.
  • Experience with managing influencers and user-generated content is preferred.
  • Strong written and verbal communication in English is required.
