ABA ROLI seeks a Communications Officer in Argentina

American Bar Association, Rule of Law Initiative (ABA ROLI) was established in 1990 as a public service project of the American Bar Association to promote the rule of law around the world. Since then, ABA ROLI has implemented legal reform programs in more than 100 countries and has sought to strengthen legal institutions, support legal professionals, foster respect for human rights, and advance public understanding of the law and citizens’ rights. In collaboration with government agencies, the judiciary, lawyers, bar associations, legislatures, and civil society, ABA ROLI designs programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges. 

Project Background

The Communications Officer will work for two regional projects currently implemented by ABA ROLI in Argentina, Brazil, and Paraguay. The projects have two goals: 1) improve the capacity of the governments and obligated entities in Argentina, Brazil, and Paraguay to effectively counter the financing of terrorism (CFT) in the region. 2) improve the capacity of criminal justice sectors and financial institutions in these three countries to promote public awareness about the risks and realities of terrorism financing in the Tri-Border Area (TBA) and demonstrate how everyday activities may unwittingly contribute to related crimes. 

Job Description

ABA ROLI is seeking an early/mid-career Communications Officer located in Argentina, preferably in Puerto Iguazú (Misiones) to support the implementation of the program. The Communications Officer will report all their activities to the Program Coordinator in Paraguay and will work with the program director and program team to execute all programmatic communications while ensuring adherence to ABA ROLI and donor branding and communication requirements of the Program.

Individual qualifications for each consultant team member:

  • Bachelor’s degree in public relations, marketing, communications, or related field. Master’s degree preferred.
  • At least 3-5 years of experience managing internal and external communications, preferably experience working in institutional communication with public sector entities, and large-scale donor-funded programs.
  • Demonstrated success in transforming complex technical materials into concise content that suits different target audiences and their levels of familiarity with the subject matter, including for websites, newsletters, success stories, and annual reports;
  • Demonstrated ability to deliver a quality written product and visual presentations; experience and proficiency with qualitative and quantitative data visualizations;
  • Ability to communicate effectively, present the program to donors and partners, write well and express technical issues sensitively;
  • Proficiency in design applications, including Adobe InDesign, Canva, and video editing tools; The ability to take quality videos and photos is preferred;
  • Fluent in Spanish and English.
  • Fluent in Portuguese desired, but not necessary.

Key responsibilities

  • Assist the communication departments of selected public entities (Public Prosecutor’s Office, Ministry of National Security, and companies in the financial sector) in developing communication plans that transmit key messages on issues of prevention and punishment of money laundering and financing crimes of terrorism. To this end, the selected person will work in coordination with the other consultants hired by the program.
  • Produce communications materials in accordance with ABA ROLI and donor standards and guidelines;
  • Write success stories, press releases, impact statements and other external products; Hold interviews with stakeholders and transform them into high quality stories;
  • Oversee contracted communications organization in the design communications campaigns according to CFT/AML project objectives;
  • Aid in designing engaging public information materials that communicate complex information to a variety of audiences through graphic, audiovisual and print materials
  • Conduct periodic donor mapping exercises and other communication-related research using a variety of communication methods or channels;
  • Monitor media regarding issues relevant to ABA ROLI operations and prepare response/adaptive measures to address these issues, as needed;
  • Serve as an advisor to program staff in the development of high quality internal and external communications materials, including social media posts, blog writing, presentation development, and print materials;
  • Design, develop and conduct communications-related trainings for ABA ROLI regional staff in the TBA and Latin America; and
  • Other tasks as identified by the Program Director and the ABA ROLI Outreach Division in Washington, DC and the Program Coordinator in Paraguay
