Background:
The Local Governance and Service Delivery Program (LGSDP) Fast track initiative is the first step in a long-term community driven development program (CDD) for and by the Republic of South Sudan supported by the World Bank. Pact has been asked to be the coordinating agency for this project, funded under the fast-track initiative by SIDA. Pact, as the coordinating agency, is responsible for formulating the methodology and training modules as well as monitoring program progress and providing support as needed.
Pact Inc. is an international non-governmental organization based in Washington, DC, which currently operates in 29 countries. Globally, Pact targets three strategic areas: health, livelihoods and natural resource management. Pact’s mission is to contribute to the growth of a civil society where citizens acting together can express their interests, exchange information, strive for mutual goals and influence governments worldwide in pursuit of economic, social and political justice. The organization achieves its mission through provision of Grants to selected Civil Society Organizations and the provision of Technical Support. Pact in South Sudan focuses specifically on achieving these goals through peace building, justice and water access projects.
The Local Governance and Service Delivery Program, currently being implemented over a 9 month fast-track phase prior to the launch of the program as a whole, is a community driven development (CDD) program to improve local governance and service delivery through participatory planning at the local level. The approach targets small-scale goods and services delivery and builds on existing collective action initiatives by communities. Success with this approach is linked closely to the depth and strength of links between implementers and local level political entities. Pact will leverage existing relationships at the Boma level to build a strong and comprehensive CDD approach.
Duties and Responsibilities:
Pact seeks to recruit one CDD Specialist to produce a Training Module for use by stakeholders in training PDCs involved in the implementation of the LGSDP. The Consultant will also conduct a Training of Trainers Workshop for Facilitating Partners and Pact to cover PDC oversight in the PDG Grant Funded subprojects, the Grievance and Redress Mechanism and PDC strengthening to include – support to STMs, Project Planning and proposal writing, Budgeting, Procurement and Project Monitoring.
Scope of work and expected outputs/deliverables:
The assignment will focus on the following areas and activities:
The Consultant will review existing materials on the LGSDP from the GRSS and the World Bank and conduct consultations with facilitating partners, government counterparts, World Bank and other stakeholders, as needed. Key documents to be included will be: the Community Engagement Methodology, the Boma and Payam Entry Facilitator Guides, the PAD, Operations Manual, Public Finance Management Manual (PFM), and the Local Government Act, 2011.
Produce the appropriate section of the methodology, a Facilitator’s guide and Training Modules to be used by Facilitating Partners in Training PDCs and County officials on: 1. PDC oversight roles in the implementation of the LGSDP 2. Grievance and Redress Mechanism and 3. Training PDCs on the formation of project management committees, Project Planning and proposal writing, Budgeting, Procurement, project monitoring and Reporting.
Work with Pact LGSDP staff in finalizing the training materials.
Conduct a ToT Workshop for Facilitating Partners focusing on PDC oversight roles in the implementation of the LGSDP, the operationalization of the Grievance Redress Mechanism, and training PDCs to support SMTs for Community implemented subprojects, Project planning and proposal writing, Budgeting, Procurement, Monitoring and Reporting.
Produce a Workshop Report, along with a Workshop Evaluation Report.
Submit finalized documents, both in hard and soft copies. The hard copies will be one bound copy of each of the documents to be finalized.
Process:
At the beginning of the consultancy the consultant and the LGSD Program Manager will agree on a work plan and timeline, including a breakdown of time allocated for each piece of assignment to be carried out during the Consultancy. This work plan will be used as the basis for the evaluation of the deliverables discussed below.
Supervision and Evaluation:
The consultant will report to the LGSD Program Manager and will fall under the overall guidance of the Deputy Country Director. The LGSD Program Manager will review the deliverables and certify payment when the deliverables are found to be satisfactory.
Timeframe and duration:
20 working days from June, 12th 2013 to July 2nd 2013.
REQUIRED SKILLS AND EXPERIENCE
Functional Competencies
- Extensive Knowledge of community driven development (CDD) program development and implementation
- Experience developing program methodology and training materials (preferably CDD training materials)
- Knowledge of training measurement and evaluation techniques
- Excellent planning and facilitation/presentation skills
- Cultural awareness and sensitivity
- Ability to research, analyze and present complex information in a clear manner
- Strong interpersonal, team and communication skills
- Proficiency in Microsoft Word, Excel, Power point
- Knowledge of gender- and conflict-sensitive project planning and monitoring for gender equitable results
Qualifications:
- Previous experience in CDD in a developing country context;
- At least 5 years of experience in developing and delivering program methodologies and trainings with that experience in CDD programs preferred.
- Demonstrated knowledge and skills of design, development, delivery and evaluation of training materials
- Experience working with local organizations and communities
- Understanding of programming and project management concept, including gender analysis and conflict sensitivity
- Master’s Degree or equivalent in a relevant area, preferred.
Language Requirements:
- Fluency in English required
Other Considerations:
- The consultant should be willing to travel to any of the project’s field locations (with limited access to electricity/internet) when necessary
Please note that Pact will be contracting 1 consultant. If the consultant is not South Sudanese, he will be expected to have extensive experience with training material development and community consultation, planning and engagement methodology in South Sudan or a context similar to South Sudan. S/he must also be conversant with community driven development programming and methodology development.
